摘要：本书是中国社会科学院财经战略研究院县域经济课题组的第七部年度研究报告，专注于对中国县域经济竞争力评价、发展模式探索和动态跟踪监测，探讨影响中国县域经济发展的主要矛盾和问题，并在此基础上对中国县域经济趋势进行分析，提出具有操作性的政策建议。

报告根据GDP规模、地方公共财政收入和区域竞争地位等因素，在全国县（市）中筛选出400样本县（市），然后对其竞争力进行系统评价。这些样本县（市）将作为本报告长期跟踪监测的主要研究对象。

研究发现，2020年县域经济增速回落幅度进一步增大。受个别省份疫情影响，中部地区样本县（市）经济剧烈调整，而东部地区样本县（市）经济运行相对平稳，并且总体经济增速跃居四大地区之首。根据评价结果，长三角地区县（市）经济竞争力最强，百强县（市）江苏数量重居第一位。

报告对县域经济差异与发展趋势进行了专题研究。研究结果表明，从经济规模来看，县域总体差异和区域内差异有所缩小，但是区域间差异略有增加；同时，随着全国财政转移力度的加大，尽管县域公共财政收入差异略有上升，但是公共财政支出差异仍呈现下降趋势。

报告还将龙口市、双流区和迁安市作为典型案例，对其成功发展经验进行了重点研究。

Abstract:This book is the seventh annual research report by the County Economic Research Group of National Academy of Economic Strategy,CASS.It focuses on the evaluation of China's county economic competitiveness.In some chapters,much effort has also been made in exploring the economic development mode.The development tracking and monitoring is also an important task in order to discern the main contradictions and problems that have a significant impact on county economy.Based on the above research,the economic trends of China's county are analyzed and then some operational policy recommendations are put forward.

400 counties are selected as research samples from among all counties across the country according to GDP scale,local public revenue and regional competitive status.These samples should serve as the main research objects against which the long-term tracking and monitoring of county economy will be executed in this report.

In 2020,The aggregate growth rate of county economies dropped more significantly than last year.As individual provinces are affected by the COVID-19,the economies of counties in the central region have undergone drastic adjustment,while those in the eastern region have seen a relatively stable economic development with the overall economic growth rate ranking first in the four regions.According to the evaluation results,the economic competitiveness of counties in the Yangtze River Delta is the strongest,and Jiangsu Province has the largest number of top 100 counties.

The report has made a special study on the differences between county economies and their development trends.The results show that in terms of county economic scale,the overall differences and intra regional differences have narrowed,but the inter regional differences have increased slightly; At the same time,with the increase of nation al fiscal transfer,although the differences of county public fiscal revenue increased slightly,the differences of public fiscal expenditure still showed a downward trend.

The report also takes Longkou,Shuangliu and Qian'an as exemplary cases to study for their successful development experiences.
