摘要：2021年度，中国社会科学院国家法治指数研究中心、法学研究所法治指数创新工程项目组围绕决策公开、管理服务公开、执行和结果公开、政务公开平台建设、依申请公开等方面，继续对48家国务院部门、31家省级政府、49家较大的市政府、120家县（市、区）政府的政务公开工作情况进行了第三方评估。评估显示，2021年政务公开制度进一步完善，疫情防控、权力清单、规范性文件、财政预决算等方面信息公开和解读回应工作稳步推进，重大决策预公开、建议提案办理、政府债务、行政处罚、政务服务等方面信息公开进步明显，公开平台基本健全，但未来还需要进一步提升公开意识，找准公众需求，强化标准引领，不断提升政务公开质量和实效。

Abstract: In 2021,The Center for Studies of the National Rule of Law Index of Chinese Academy of Social Sciences and the Innovation Project Team on the Rule of Law Index of the Institute of Law of Chinese Academy of Social Sciences continued to carry out third-party assessment on the open government work of 48 departments of the State Council,31 provincial level governments,49 governments of larger cities,and 120 county（city,or district）level governments,focusing on such aspects of the work as openness of decision-making,openness of administrative services,openness of implementation of law and its results,construction of open government platforms,and disclosure of government information upon application.The assessment shows that,in 2021,the open government system was further improved; the work of information disclosure,policy interpretation and response to public concerns with respect to epidemic prevention and control,power list,normative documents,financial budget and final accounts,etc.had been steadily advanced;significant progress had been made in the pre-disclosure of information about major decisionmaking and in the disclosure of information about handling of suggestions from duties to peoples congresses and proposals from members of the Chinese People's Political Consulta tive Conference,government debt,administrative penalty,government services,etc.;and government information disclosure platforms were basically sound.In the future,more efforts still need to be made by China in further enhancing the awareness of openness,accurately identifying public needs,and strengthening the guiding role of standards,so as to continuously improve the quality and effectiveness of openness of government affairs.
