本书讨论非营利组织与政府治理的关系。基于对已有文献的梳理，结合作者的实地考察，以对香港、澳门非营利组织与政府治理关系的比较为主要依据，同时比照西方国家和亚洲国家非营利组织发展的历史与特点，总结了非营利组织参与政府治理的领域、方式以及发展的相关制度和社会条件。书中也概述了中国内地非营利组织的发展状况，认为虽然发展阶段和处境不同，但是后发的内地非营利组织和政府治理，可以参照并吸取港澳台地区及其他国家的发展经验，探索适合自己的道路。

The book discusses the relationship between nonprofits and government governance. Based on the existing literature, in combination with the author's field, to Hong Kong and Macao the comparison of the governance relationship between nonprofit organization and the government as the main basis, at the same time in western countries and Asian countries history and characteristics of nonprofit organization development, summarizes the nonprofit organization to participate in the governance of field, mode and the development of relevant systems and social conditions. Book also outlined the development of npos in mainland China, think that although the stage of development and the situation is different, but the backwardness of the mainland, nonprofit organizations and government governance may follow from Hong Kong, Macao and Taiwan regions and other countries and development experience, to explore their own path.
