摘要：习近平总书记在党的二十大报告中指出：从现在起，中国共产党的中心任务就是团结带领全国各族人民全面建成社会主义现代化强国、实现第二个百年奋斗目标，以中国式现代化全面推进中华民族伟大复兴。党的二十大报告要求深入实施区域协调发展战略、区域重大战略、主体功能区战略、新型城镇化战略，优化重大生产力布局，构建优势互补、高质量发展的区域经济布局和国土空间体系。本指数报告紧紧围绕党的二十大会议精神，聚焦中国式现代化新征程的共同富裕与区域协调发展问题，深入讨论了中国式现代化、共同富裕与区域协调发展的关系。

党的十八大以来，在以习近平同志为核心的党中央坚强领导下，区域协调发展战略、区域重大战略、主体功能区战略和新型城镇化战略深入实施，优势互补、高质量发展的区域经济布局加快形成，中国区域协调发展取得历史性的成就，实现了全面建成小康社会的目标，积累了许多宝贵的实践经验。

共同富裕是中国式现代化的重要特征，协调发展是实现共同富裕的必由之路。而解决好区域城乡发展的不平衡不充分问题，促进区域协调发展，推动城乡融合发展，是实现共同富裕的重要途径。浙江的实践表明，现阶段以省域为空间单元、深入探索共同富裕的高质量发展道路是中国式现代化新征程的重点任务。

本报告构建评价指标体系，监测了2012—2021年中国区域协调发展的变化。测算结果表明，中国区域协调发展指数呈现稳步上升的态势，人民生活水平差距日趋缩小，省际发展水平差距也逐渐缩小，基本公共服务均等化和基础设施通达程度取得了较大进步，地区比较优势发挥更加充分，绿色低碳协同发展成效显著。然而，也应该看到，中国区域发展不平衡不充分问题仍然比较突出，区域城乡发展水平差距较大，进一步缩小各地区居民收入差距的压力增大，各地区基本公共服务质量有待于提升，推动绿色低碳协同发展体制机制还需加强。在中国式现代化道路上，中国高水平区域协调发展既要增强区域高质量发展动力，又要着力实现全体人民共同富裕，促进人与自然和谐共生。

Abstract: Xi Jinping,general secretary of the Central Committee of the Communist Party of China（CPC）,delivered a report to the 20 th National Congress.In the report,he put forward the missions and tasks of the Communist Party of China in the new journey of the New Era: from this day forward,the central task of the Communist Party of China will be to lead the Chinese people of all ethnic groups in a concerted effort to realize the Second Centenary Goal of building China into a great modern socialist country in all respects and to advance the rejuvenation of the Chinese nation on all fronts through a Chinese path to modernization.The congress report also argued that the coordinated regional development strategy,major regional strategies,the functional zoning strategy,and the new urbanization strategy would be thoroughly implemented and the distribution of the major productive forces and develop a regional economic layout and a territorial space system that complement each other's strengths and promote high-quality development would be improved.With centering the spirit of the 20 th National Congress,the report focuses on common prosperity for all and coordinated regional development in the new journey of Chinese modernization,and then analyzes the relationship among Chinese modernization,prosperity for all and coordinated regional development.

Since the 18 th National Congress of the Communist Party of China（CPC）,under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core,historical achievement in coordinated regional development has been made with finishing building a moderately prosperous society in all respects and valuable practical experiences.

Common prosperity for all is one of the important features of Chinese modernization,and coordinated development will be an effective route to achieve common prosperity for all.Solving the problem on imbalances and inadequacies in urban and regional development,promoting coordinated regional development and integrated urban-rural development will be important ways to achieve common prosperity.The case on Zhejiang province shows that exploration the high-quality development path for achieving common prosperity at the provincial level will be one of Chinese modernization's key tasks.

The report constructs an evaluation index system that can be used to track and analyze the trend of coordinated regional development index.The calculation results show that the index continues to rise from 2012 to 2021,the gaps in people's living standard and per capita GDP at provincial level have narrowed,great advances in the accessibility of infrastructure and the equalization of basic public services have been made,the role of regional comparative advantage has been strengthened,the notable results have been attained in coordinated development of green and lowcarbon.However,we must not lose sight of the shortcomings in coordinated regional development: imbalances and inadequacies in development remain a prominent problem,there are still wide gaps in regional development level between urban and rural areas and among 31 provinces,pressure in narrowing regional income gap increases,the quality of basic public services should be improved,the systems and mechanisms of coordinated development of green and low-carbon should been strengthened.In the new journey of Chinese modernization,enhancing development power,achieving the common prosperity and promoting harmony between humanity and nature should be put into practice for coordinated regional high development.
