摘要：本报告探讨了泰国参与全球价值链（GVC）的现状特征，从国内和国际两个层面分析了造就泰国在全球价值链中地位现状的成因。在此基础上，结合现阶段国际与泰国国内的政治经济形势，研判该国参与全球价值链所面临的机遇与挑战。从国际贸易角度解读，泰国融入全球价值链的程度与深度逐渐强化，但若将跨国投资纳入考量，泰国在某种意义上又是游离于全球价值链之外的。国内层面的物质性与制度性条件以及国际层面的经济全球化与区域经济一体化等因素共同造就了泰国参与全球价值链的这一矛盾性现状。当前及未来一段时间内，泰国参与全球价值链所面临的机遇主要包括两个方面，一是区域全面经济伙伴关系协定（RCEP）生效对区域经济一体化的促进作用，二是数字经济作为一种新经济形态的兴起为泰国参与全球价值链创造新的空间。与此同时，未来泰国参与全球价值链还将面临四个方面的挑战，分别是世界贸易组织（WTO）发展受阻背景下的逆全球化浪潮、新冠疫情对国际分工网络的冲击、越南等新兴发展中国家的崛起给泰国带来的竞争压力以及泰国本身的经济社会发展短板等。为突破在全球价值链中的地位困境，泰国可以从以下三个方面采取对策，包括持续加强对亚太尤其是东亚区域经济合作的参与，加强与中国的“一带一路”国际合作并为泰国产业与经济的转型发展注入持续动力，以及在国内层面加强基础设施建设和加大人才培养与技术创新投入力度以增强自主实现产业转型升级的能力等。

Abstract:The book analyses the status-quo and characteristic of Thailand's participation in global value chain（GVC）and its causes from both domestic and international perspectives.On this basis,the book then discusses the opportunities and challenges faced by Thailand in participating in the GVC,in combination with the current international political and economic situation and the country's domestic conditions.From the perspective of international trade,the scale and degree of Thailand's integration into the GVC are gradually expanding and strengthening.But when transnational investment is taken into account,Thailand's production activities are to a large extent dominated by foreign enterprises and the country is in essence dissociated from the GVC.The material and institutional conditions at the domestic level,as well as the economic globalization and regional economic integration at the international level,have jointly created the contradictory situation of Thailand's participation in GVC.At present and in the future,the opportunities Thailand faces in participating GVC mainly show in two aspects.Firstly,RCEP takes into effect and promotes regional economic integration.Secondly,the rise of digital economy creates new space for Thailand to participate in GVC.Thailand's future participation in GVC will also face some challenges,namely,the wave of deglobalization with WTO development blocked,the impact of COVID-19 on the international division of labor network,the competitive pressure on Thailand caused by the rise of emerging developing countries such as Vietnam,and Thailand's weaknesses on economic and social development.In order to break through the dilemma of GVC participation,Thailand can take countermeasures from the following three aspects.Firstly,continuously strengthen its participation in the economic cooperation in the Asia Pacific region,especially in East Asia.Secondly,strengthen international cooperation with China on the Belt and Road Initiative to inject impetus into Thailand's industrial and economic transformation and development.Thirdly,strengthen infrastructure construction and increase investment in talent training and technological innovation at the domestic level to enhance the ability to independently achieve industrial transformation and upgrading.
