摘要：2023年是“一带一路”倡议提出十周年，也是第三届“一带一路”国际合作高峰论坛的成功召开之年。十年来，中国秉持“共商、共建、共享”理念，努力推进与“一带一路”共建国家和地区的政策沟通、设施联通、贸易畅通、资金融通和民心相通。中国已与152个国家、32个国际组织签署200余份共建“一带一路”合作文件，打造了一个命运与共、合作共赢的“朋友圈”,“一带一路”倡议已成为当今世界最大的公共产品之一。

这部《新时代的中非“一带一路”合作——认知、成效与展望》智库报告首先从整体上总结梳理中非开展“一带一路”合作之路，包括中非“一带一路”合作的历史与现实、中非和有关方面对中非“一带一路”合作的认知、新时代中非高质量共建“一带一路”的机遇与未来。在具体国家层面，本报告聚焦“中国与摩洛哥‘一带一路’合作案例”，包括中摩“一带一路”合作现状、中摩“一带一路”重大项目进展、中摩“一带一路”合作未来展望等，以此展示中国与非洲具体国家开展“一带一路”合作的成效。

新时代，中非将推动共建“一带一路”合作倡议同非盟《2063年议程》、联合国2030年可持续发展议程以及非洲各国发展战略深度对接，共同推进高质量建设“一带一路”。中非将以“一带一路”建设为抓手，全面推进中非政治、经济、人文等领域的合作，推动构建更加紧密的中非命运共同体。

Abstract: The year 2023 marks the 10th anniversary of the Belt and Road Initiative（BRI）and the successful convening of the third Belt and Road Forum for International Cooperation.Over the past decade,China,guided by the principle of“planning together,building together,and benefiting together”,has working hard to enhance policy,infrastructure,trade,financial and people-to-people connectivity with the countries and regions jointly building the BRI.China has signed more than 200 cooperation documents on BRI with 152 countries and 32 international organizations,creating a“circle of friends”with a shared future and win-win cooperation.The BRI has become one of the world's largest public goods.

This report,China-Africa BRI Cooperation in the New Era-Cognition,Effectiveness and Prospects, summarizes and reviews the overall path of China-Africa BRI cooperation,including the history and reality of China-Africa BRI cooperation,China and Africa and relevant parties' perceptions of China-Africa BRI cooperation,and the opportunities and future of China-Africa high-quality BRI cooperation in the new era.Specifically,this report focuses on the BRI cooperation case between China and Morocco,including the current situation of China-Morocco BRI cooperation,the progress of major projects,and the future prospects of China-Morocco BRI cooperation,to demonstrate the effectiveness of the BRI cooperation between China and specific African countries.

In the new era,China and Africa will deepen the synergy of the BRI cooperation with the African Union's 2063 Agenda,the United Nations 2030 Agenda for Sustainable Development and the development strategies of African countries,and jointly promote the highquality construction of the BRI.China and Africa will take the BRI construction as a starting point,comprehensively promote China-Afri ca cooperation in political,economic,cultural and other fields,and promote the building of a closer China-Africa community with a shared future.
