国际法是碎片化和非体系性的，不具有国内法那样的金字塔体系结构。传统观点认为，除强行法外，国际法规范在效力等级上并无差别。但如果仔细研究，就会发现，实际上国际法规范之间的效力等级关系是多样而复杂的。少数自然法原则、强行法、优先适用的国际法规范等都可以成为具有更高效力等级的规范，并且在这些规范之间仍可以形成进一步的等级关系。此外，国际组织内部机关具有层级关系，其法律规范也可形成一个效力等级体系。但与国内法相比，国际法规范效力等级关系更为不确定，也更为复杂。

International law is fragmented and unsystematic, without the pyramid structure of domestic law. The traditional view was that, with the exception of jus cogens, norms of international law did not differ in the hierarchy of effectiveness. However, if a closer examination reveals that, in practice, the hierarchy of effectiveness between norms of international law is diverse and complex. A small number of natural law principles, jus cogens, norms of international law that prevail in application, etc. can become norms with a more efficient hierarchy, and further hierarchical relations can still be formed between these norms. In addition, the organs within international organizations had hierarchical relationships, and their legal norms could form a hierarchy of effectiveness.
