本研究报告集合了中国国外农业经济研究会会员的研究成果，主要内容涉及当前中国农业国际合作与全球农业政策的最新进展，对种植业、养殖业、渔业以及相关的金融工具、组织方式进行了多层次的研究与讨论，地域范围广，选题内容多样，但是逻辑主线始终紧扣国际经验与国内策略。中国国外农业经济研究会始终坚持应用导向、问题导向的办会宗旨，充分发挥研究会平台在咨政建言中的作用，本报告的出版就是一次积极有益的尝试。目前，农业国际合作巳经上升为国家战略，无论是农产品贸易还是农业投资都呈现出新的变化； 相对而言，研究和理论探讨滞后于实践发展。本报告的出版，必将推动相关政策研究进入新的发展阶段。

Abstract： In this collection of papers，the recent development of global agricultural policies under the open conditions is discussed. It is pointed out in“TPP and China's Agriculture：Trade Perspective”that although TPP brings certain negative impacts on China's agricultural trade，its framework is aligned with the direction of China's agricultural reform to large extent. Thus，strategically，international agricultural cooperation shall be enhanced further. In“Agricultural Cooperation between China and Central Asia under the Background of ‘Silk Road’”，the basic situation and major problems about agricultural cooperation between China and Central Asia are analyzed and specific suggestions are proposed to strengthen the cooperation. In“Implications of U.S. Farm Act2014Adjustment on China's Agricultural Support Policies under ‘Double Pressure’”，the basic problems facing China's agricultural production are analyzed，and the major changes of the U.S. Farm Act2014are introduced. Relevant policy suggestions on China's agricultural support policies are proposed by comparing with this latest U.S. Farm Act. In“Application of Financial Derivative Instrument in Agricultural Support Policies：The Brazilian Experience”，the Brazilian agricultural support policy system and how financial derivative instrument is applied in agricultural policies are described. The author believes that the use of financial derivative instruments has positive impact on the Brazilian agricultural production，which is worthy of reference in China. The Australian Lychee production and organizational patterns are described and related operable suggestions to China's lychee industry are put forward in“Lychee Farms and Industrial Organization in Australia”. In“Patterns of Credit Cooperation in East Asia”，patterns of credit cooperation are summarized based on experiences in agricultural association in Japan and Korea and farmers’ union in Taiwan，problems and reform trends are discussed，followed by policy recommendations on improving rural cooperative financial system. Agricultural cooperative federation in South Korea and Taiwan's farmer's association as examples and starts from the credit cooperation mode to discuss corresponding problems and reform trend and put forward the policy suggestion for China's rural cooperative money system. In“Distributional Patterns of FDI on Agriculture”，the evolution of utilization of FDI on agriculture in different regions in Jiangsu province during2002-2013is analyzed. The paper elaborates the factors influencing foreign direct investors' selection of agricultural region and further proposes the policy suggestion to foster foreign direct investment for Jiangsu's agricultural development. In“Impacts of FTA Establishment on Agriculture in the Five BRICS Nations and China's Countermeasures”，it is pointed out that under the context of expansion of agricultural trade among the five BRICS nations，a majority of China's export of agricultural products will decline，which will lead to larger trade deficit. However，China's total welfare and economic growth will benefit from it. Through summarizing agricultural insurance subsidy system of the U.S.，it is highlighted in“American Agricultural Insurance Subsidy System and its Implications on China”that to develop agricultural insurance，it is necessary to clarify policy objectives，build a systematic and efficient agricultural insurance subsidy system，and construct multi-level catastrophe risk decentralization system. In“American New Farmer Support Policy and its Implications on China”，the implications of American new farmer support policy on China is mainly summarized as follows：facing up the conflict between agricultural modernization and the aging of farmers，facilitating the professionalization of farmers through the various types of scaled farming entities，encouraging high quality rural migrant workers to return home and colleges/universities graduates to start undertaking in the countryside. In“Japanese Policy Adjustment of Fostering Farming Entities and its Implication”，the policy adjustment of farming entities in Japan and its outcomes is described，and it is suggested that China needs to further strengthen support policies to foster its new farming entities. Finally，in“Development Trends and Policies of Marine Capture Fishery in Neighboring Countries and Districts of South China Sea”，the overall development trend of marine capture fishery in neighboring countries and districts of South China Sea，including Indonesia，Philippine，Malaysia，Brunei and Taiwan，are elaborated，and comparison with China on total capture volume，varieties，and management measures are made，and relevant countermeasures are proposed.Key Words：Globalization，Agricultural Policies，Open Economy，the Belt and Road
