The focus on citizen participation is a core value orientation of local government performance measurement，which also becomes an obvious characteristic of government performance measurement development across the world.The local government performance measurement in China is changing gradually from “government dominant-self assessment” to “government dominant—citizen participation”.In this process，the reflection on the local government performance measurement has two-fold demand of theory and reality.

Starting from the empirical analysis of citizen evaluating government，the book fully affirms that citizen participation is an indispensable and important link in local government performance measurement which is an important mechanism for local government to further understand the needs of citizens，and comprehensively analyzes several basic questions including the motives and limitation，subject and scope，procedures and ways，cost and benefits in local government performance measurement by using normative and empirical research studies，historical research and comparative analysis，system analysis and factor analysis.Basing on these，the book puts forward the development strategies of citizen participation in local government performance measurement，that is，to form a synthetic effectiveness of multi-folded performance measurement system；re-establish the relationship of citizens and government；realize the integration of instrumental rationality and value rationality；and improve local government performance measurement with citizens oriented.To sum up：the construction of citizen participation mechanism in local government performance measurement is a systematic and gradual process.We need have “internationalized horizon and localized action”，and achieve the citizen participation from “government dominant” to “citizen-oriented”.
