当今世界，虽然各国社会形态和政治制度不同，历史文化传统不同，经济社会发展程度不同，政党形态千差万别，但是，加强政党自身建设，强化政党治理，是任何一个政党都需要认真面对的一项课题。一方面，政党治理要符合各国、各民族和各政党自己的特殊性要求。比如，中国共产党自身的政党治理，就应从悠久宏大的中华文化中汲取营养，继承中华传统政治中厚德载物、宽仁和谐的精神，将其熔铸到自己的理论和实践中并予以发扬光大，构建出中国特色的执政党治理理论和治理结构。另一方面，现代政党治理，属于民主政治的一般范畴，政党治理模式构建，都要符合民主政治一系列普遍原则的基本要求。在如何治党这一问题上，中国共产党和其他各国政党面临一些具有共性的问题，这就使得相互之间的借鉴具有了极大的可能性。

近年来，上海行政学院政党研究所在政党治理研究领域已经具备了比较扎实的研究基础。为了进一步推动这一领域的研究，2013年9月，上海行政学院、德国艾伯特基金会围绕上海行政学院周敬青教授承担的国家社科基金重大招标项目“国外执政党治党理政比较研究”的课题研究，在上海行政学院联合举办了“中外执政党治党比较研究”国际学术研讨会。在为期两天的学术研讨中，来自德国、新加坡、日本、法国、美国、俄罗斯、印度、南非8个国家的10余位外国学者以及来自中共中央组织部、中共中央对外联络部、中央编译局、中国社会科学院、国家行政学院、深圳大学、国防大学、上海行政学院等党和国家机关以及大学和研究机构的70余位中国专家学者，围绕现代政党治理的一般理论框架、政党组织成员录用、政党选举与党内决策程序、党内冲突及其解决、政党腐败的防止与控制、信息化时代的政党治理等理论与现实问题，展开学术交流，发布研究成果，交流研究体会。通过海内外专家学者的辛勤工作，在全面沟通与充分探讨的过程中，对于政党治理的认识和理解，得到了进一步的深化与拓展。

在本次国际学术研讨会的基础上，我们从中选取了一批有代表性的学术文章，编辑出版了本书。这批论文注重原创性和研究的前瞻性。其中国外专家的论文由德国艾伯特基金会上海协调项目办公室组织翻译。德国艾伯特基金会上海协调项目办公室也以中英文双语的形式，结集出版电子版本。由于本书是论文集，作者观点不代表编者立场。希望这些成果能够促进中外执政党治党理政比较研究的深入开展，推动中外学界对这一问题的进一步关注和深入研讨。

In today's world, although countries have different social and political systems, different historical and cultural traditions, different degrees of economic and social development, and very different forms of political parties, strengthening the building of political parties themselves and strengthening party governance is a topic that any political party needs to seriously face. On the one hand, the governance of political parties should meet the special requirements of countries, ethnic groups and political parties themselves. For example, the CPC's own party governance should draw nourishment from the long and magnificent Chinese culture, inherit the spirit of virtue and generosity and harmony in traditional Chinese politics, melt it into its own theory and practice, and carry it forward, so as to build a ruling party governance theory and governance structure with Chinese characteristics. On the other hand, modern party governance belongs to the general category of democratic politics, and the construction of party governance models must meet the basic requirements of a series of universal principles of democratic politics. On the issue of how to administer the party, the CPC and other political parties in other countries face some common problems, which makes it very possible to learn from each other. In recent years, the Institute of Political Parties of Shanghai Administration University has developed a relatively solid research foundation in the field of party governance. In order to further promote research in this field, in September 2013, Shanghai Administration College and the German Ebert Foundation jointly held an international academic seminar on "Comparative Research on Chinese and Foreign Ruling Parties and Party Management" at Shanghai Administration College around the topic of "Comparative Research on Foreign Ruling Party Governance" in the major bidding project of the National Social Science Fund undertaken by Professor Zhou Jingqing of Shanghai Administration University. During the two-day academic seminar, more than 10 foreign scholars from eight countries, including Germany, Singapore, Japan, France, the United States, Russia, India and South Africa, as well as more than 70 Chinese experts and scholars from the Organization Department of the CPC Central Committee, the International Liaison Department of the CPC Central Committee, the Central Compilation and Compilation Bureau, the Chinese Academy of Social Sciences, the National Academy of Administration, Shenzhen University, the National Defense University, the Shanghai Administration College, and other party and state organs, as well as universities and research institutions, focused on the general theoretical framework of modern party governance, the recruitment of members of political party organizations, Carry out academic exchanges, release research results, and exchange research experiences on theoretical and practical issues such as political party elections and decision-making procedures within the party, intra-party conflicts and their resolution, prevention and control of party corruption, and party governance in the information age. Through the hard work of experts and scholars at home and abroad, in the process of comprehensive communication and full discussion, the knowledge and understanding of party governance has been further deepened and expanded. On the basis of this international academic symposium, we selected a number of representative academic articles and edited and published this book. This batch of papers focuses on originality and forward-looking research. Among them, the papers of foreign experts were translated by the Shanghai Coordination Project Office of the German Ebert Foundation. FESG Shanghai Coordination Project Office also publishes electronic versions in both English and Chinese.
