在当今信息时代，弱势群体不仅在政治、经济及文化等方面处于弱势地位，而且在信息获取、占有、使用方面同样处于弱势状态，是真正的信息穷人。而信息弱势又加剧了他们在其他方面的弱势，形成恶性循环。这不利于改善他们的弱势状况，不利于和谐社会、法治社会的建设与发展。解决弱势群体信息贫困问题已是刻不容缓之事，而这首先需要在法律制度上下功夫。

法律的宗旨就是要保障相关权利人的合法利益。而导致弱势群体信息贫困的主要原因，就是其所享有的信息权益，尤其是公共信息服务权益未得到有效保障。因此，本研究的目的，就是要通过全面深入的社会调查、在对我国弱势群体的信息需求、信息获取现状及其保障现状有一个较为全面、客观的认识的基础上，在法律制度上明确弱势群体应享有的各项公共信息服务权益，厘清其内容、要求及缺失，探寻其法律保障原则、模式，明确义务主体的法律职责和法律责任、提出有效的法律保障措施，为国家相关立法、政府决策提供数据、依据和可供参考的模板。

In today's information age, vulnerable groups are not only in a weak position in politics, economy and culture, but also in terms of access, possession and use of information, and are the real information poor. And information weakness exacerbates their weakness in other areas, creating a vicious circle. This is not conducive to improving their weak situation and to the construction and development of a harmonious society and a society ruled by law. It is urgent to address the information poverty of vulnerable groups, which first requires an effort in the legal system. The purpose of the law is to protect the legitimate interests of relevant right holders. The main reason for the information poverty of vulnerable groups is that their information rights, especially public information services, are not effectively protected. Therefore, the purpose of this study is to clarify the rights and interests of public information services that vulnerable groups should enjoy in the legal system through comprehensive and in-depth social investigation and a more comprehensive and objective understanding of the information needs, information access status and protection status of vulnerable groups in China, clarify their content, requirements and deficiencies, explore their legal protection principles and models, clarify the legal responsibilities and legal responsibilities of obligated subjects, propose effective legal safeguard measures, and provide data for relevant national legislation and government decision-making , basis, and templates for reference.（AI翻译）
