本书从我国国土资源的严峻供求关系出发，深入研究了国土资源保障能力与经济社会可持续发展的内在关系，构建了有中国特色的国土资源有效供给与高效配置的机制框架。从耕地和建设用地两个方面分析土地资源有效供给和集约利用的主要途径，在分析其影响因素的基础上，构建了土地资源有效供给和集约利用的机制体系。基于对全球矿产资源形势的深入分析，对我国矿产资源的供需状况展开研究，从矿产资源勘査机制、境外矿产资源利用机制、矿产资源高效利用机制、非传统矿产资源开发利用机制等方面探讨了矿产资源有效供给与高效利用机制。最后，对典型国家不同发展阶段国土资源保障模式进行了比较研究，在借鉴其有益经验的基础上，提出了转型期我国国土资源有效供给与高效配置的制度安排与政策体系。

Starting from the severe supply and demand relationship of China's land resources, this book deeply studies the intrinsic relationship between the ability to guarantee land resources and sustainable economic and social development, and constructs a mechanism framework for the effective supply and efficient allocation of land resources with Chinese characteristics. The main ways of effective supply and intensive utilization of land resources were analyzed from the aspects of cultivated land and construction land, and the mechanism system of effective supply and intensive utilization of land resources was constructed on the basis of analyzing their influencing factors. Based on the in-depth analysis of the global mineral resources situation, the supply and demand of China's mineral resources was studied, and the effective supply and efficient utilization mechanism of mineral resources was discussed from the aspects of mineral resources exploration mechanism, overseas mineral resources utilization mechanism, efficient utilization mechanism of mineral resources, and non-traditional mineral resources development and utilization mechanism. Finally, a comparative study of the land resources security models of different development stages of typical countries is carried out, and on the basis of drawing on their useful experience, the institutional arrangements and policy systems for the effective supply and efficient allocation of land resources in China during the transition period are proposed.（AI翻译）
