当前,中国经济已经进入到一个新的转型发展阶段,中小微企业的发展将成为未来经济持续发展的重要动力源。近几十年来,世界各国政府都在围绕中小微企业制定一系列促进发展的政策,并取得了显著成就。改革开放以来,中国政府也重视中小企业的发展,相应地制定了一系列政策。但是,对中小微企业发展的关注度不够,在政策制定及其实施的有效性方面还存在一些问题,学界针对中小微企业的研究深度和广度也显不够,尤其是从国家政策层面和市场机制角度专门针对中小微企业的人力资源管理问题的研究,更是难得一见。

颜爱民教授及其研究团队有效地组合政府和学界资源,历时五年,从多角度系统地开展了大规模的中小微企业人力资源管理问题的调查,运用大量翔实的资料进行了深入而严密的分析和研究,撰写了《中国中西部中小微企业人力资源研究》一书,取得如此可喜的成果,令人欣慰。

据我所知,该书是国内第一部专门系统地研究中小微企业人力资源管理问题的专著。该书研究角度新颖,逻辑结构清晰,研究方法规范,论证严密严谨,研究结论可靠,对策建议可行。在我看来,尽管选择的样本只是来源于湖南、江西、广西等中西部地区,选择广东省作为参照样本,但由于中国中小微企业发展整个政策环境和经济文化背景的基本一致性,该书所得出的研究结论对促进我国中小微企业发展的政策制定、市场培育和战略谋划,应当说也具有重要的理论意义和实践指导意义。

该书的出版为我国中小微企业人力资源管理问题的专门研究开了个好头,希望有更多的学界同人更加关注中小微企业人力资源管理问题的研究,以便更好地推动我国中小微企业的健康发展。

At present, China's economy has entered a new stage of transformation and development, and the development of small and medium-sized enterprises will become an important power source for sustainable economic development in the future. In recent decades, governments around the world have developed a series of policies to promote development around micro, small and medium-sized enterprises, and have achieved remarkable results. Since the reform and opening up, the Chinese government has also attached importance to the development of small and medium-sized enterprises, and has formulated a series of policies accordingly. However, the lack of attention to the development of small and medium-sized micro enterprises, there are still some problems in the effectiveness of policy formulation and implementation, and the depth and breadth of academic research on small and medium-sized micro enterprises are not enough, especially from the perspective of national policies and market mechanisms, especially from the perspective of national policies and market mechanisms, specifically for the human resource management of small and medium-sized micro enterprises, it is even more rare. Professor Yan Aimin and his research team effectively combined the resources of the government and academia, and over the past five years, they systematically carried out a large-scale investigation on human resource management problems of small and medium-sized enterprises from multiple angles, conducted in-depth and rigorous analysis and research using a large number of detailed materials, and wrote the book "Research on Human Resources of Micro, Small and Medium-sized Enterprises in Central and Western China", which is gratifying to achieve such gratifying results. As far as I know, this book is the first monograph in China that specifically and systematically studies the human resource management issues of small and micro enterprises. The book has novel research angles, clear logical structure, standardized research methods, rigorous and rigorous argumentation, reliable research conclusions, and feasible countermeasures. In my opinion, although the selected sample only comes from Hunan, Jiangxi, Guangxi and other central and western regions, and Guangdong Province is selected as a reference sample, due to the basic consistency of the entire policy environment and economic and cultural background of the development of China's small and medium-sized micro enterprises, the research conclusions drawn in this book should be said to have important theoretical significance and practical guiding significance for policy formulation, market cultivation and strategic planning to promote the development of China's small and medium-sized micro enterprises. The publication of this book has made a good start for the special research on human resource management issues of small and medium-sized enterprises in China, and I hope that more academic colleagues will pay more attention to the research on human resource management issues of small and medium-sized micro enterprises, so as to better promote the healthy development of small and medium-sized micro enterprises in China.
