中国并非《世界遗产公约》最早的缔约国之一，然而在短短二十余年间，已成为最积极参与世界遗产建制体系的国家之一，在数量上仅次于意大利和西班牙，居全球第三位。“世界遗产”有政治、经济、社会、文化和环保等实质效果，能创造立即而明显的多方利益，因此具有足够的动力驱策相关各界共同参与。但“世界遗产”无疑是一个完全外来的观念，如何能在短时间内在中国各地引起热潮，让各级政府和各种组织团体乃至一般百姓皆趋之若鹜，毋宁是一个值得深入探讨的研究主题。改革开放以来，中国在战略观与对外政策上都逐渐发生重大演变，以“和谐”为名，期望将对外与对内政策互相联结，相辅相成，以利中国后续的多方面发展与国力成长。在此特殊的背景下，中国成功参与世界遗产建制的经验，对于期待崛起成为世界性大国的中国大陆也就格外具有意义，其间的关联与影响颇值加以探究，并作为中国在其他国际组织参与上之对照参考，进而对中国的国际参与行为作出解释和预测。

China was not one of the earliest signatories to the World Heritage Convention, but in just over two decades, it has become one of the countries most actively involved in the World Heritage system, ranking third in the world after Italy and Spain. World Heritage has political, economic, social, cultural and environmental effects, and can create immediate and obvious multi-stakeholder benefits, so it has sufficient motivation to participate in the participation of all stakeholders. However, "World Heritage" is undoubtedly a completely foreign concept, and how it can cause a boom in various parts of China in a short period of time, so that governments at all levels and various organizations and groups, as well as ordinary people, flock to it, is a topic worth exploring in depth.
