This year sees the 90th anniversary of Portuguese Communist Party（PCP）,which is the third Party with some 110 thousand Party members in Portugal.The PCP,the second largest Communist Party in Western Europe after French,is a major force of contemporary world socialist movement.For 90 years,the PCP has been exploring the theory and practice hard to achieve the goal of socialism and communism in Portugal.Guided by Marxism,this paper mainly ananlyzes and elaborates upon the PCP's socialist outlook and program of“advanced democracy”at present stage.Except introduction,it consists of five chapters: the PCP's history of exploring the road to socialism,the PCP's socialist outlook and program of“advanced democracy”,the socialist prerequisites and basic policy,analysis of PCP's theory and practice and the dilemma facing the development of the PCP and the future prospectives.

The introduction states the purpose of this paper topic,research status,the basic ideas and methods,innovation and defects.

The first chapter deals with the PCP's history of exploring the road to socialism.With theoretical development and program policy adjustment as the main line,the PCP's altogether 90 years of history is divided into four stages based on the PCP's specific historical surrounding and main tasks: period of national democratic revolution of anti-fascism（1921.3—1974.4）; democratic reform period after April Revolution（1974.4—1975.11）; period of struggle for“democratic alternative”and establishing democratic government for the national salvation（1975.11—1988.12）; period of struggle for the“advanced democracy”and socialism（1988.12—）.

The second chapter mainly expounds the basic contents of the PCP's socialist outlook and the“three main pillars”,the theoretical foundation of current“advanced democracy”and its main contents and the relationship between“advanced democracy”and socialism.The PCP insists that socialism is the most reliable prospect for human social development,but no unified mode,so Portuguese socialism is inevitably of its own particularity and originality.Scientificity and practicality of Marxism-Leninism,universal historical significance of the October Socialist Revolution and achievements and lessons of world socialist movements in the 20th century,unconquerable contradiction and development trend of capitalist system are the“three main pillars”of the theory.The“April 1974 Revolution”made a great historic achievements and opened the Portuguese new historical period as the symbol of freedom and social progress.However,“April revolution”was an unfinished revolution,at present the Party's main task is struggling for“advanced democracy”including political democracy,economic democracy,social democracy and cultural democracy.The Program of“advanced democracy”is the one of national democratic revolution,but the realization of“advanced democracy”will create favorable conditions for Portugal towards socialism.

The third chapter elaborates upon what kind of roads and means the PCP has chosen to realize“advanced democracy”and socialism.The PCP holds that combining the parliament struggle with the mass struggle is the realistic choice to realize“advanced democracy”and socialism.The prerequisite for a peaceful transition is to“build a stronger Party”to enhance the PCP's social,political and electoral influence and ensure their participation in government administration,the basic policy for a peaceful transition is to build a joint system of society and establish social struggle front of anti-imperialist and anti-monopoly.

Mainly through comparison of the PCP with the French Communist Party and Marxist theory,the fourth chapter analyzes the PCP's theory about“what is socialism”,“advanced democracy”program at present stage,the strategy ideology to realize“advanced democracy”and socialism and the theory and practice of the Party's construction.It holds that compared with the French Communist Party of big adjustments in theoretical policy after the upheavals of Soviet Union and East Europe,the PCP adheres to much more Party's basic characteristics and Marxist theoretical tradition,which is the important guarantee for the PCP to withstand risks and challenges and explore socialism soundly.In the transformation and adjustment,the PCP put forward some theories such as engaging in multi-Party system,making socialist democracy as the“value pursuit”and basic characteristics,paying attention to play the role of the market,going towards socialism through peaceful and democratic ways and developing inner-Party democracy.Some of the theories are the important theoretical results obtained by the creative applying of Marxism,but some also need to be tested in practice.We should take it dialectically,from which we can derive theoretical references and informative messages.

The fifth chapter insists that the development of the PCP is restricted by some factors such as the world socialist movement as a whole at low ebb,the current conditions of Portuguese multi-Party parliamentary democracy and the PCP's dilemma in its own building.It will be a long-term process and arduous task to achieve the goal of“advanced democracy”and socialism.The revival of world socialist movement to a certain degree under the background of financial and debt crisis provided a good opportunity for the revival of the PCP.The PCP,with a wealth of practical experience,current development bottoming out,the scientific attitude committed to Marxism-Leninism with the concrete realities and determined socialist and communist belief has laid an important foundation for realization of“building a stronger Party”.
