社会现代化转型与军事教育变革研究

本书针对我国军事教育存在的个性化、创新性不够,选拔、培养和任用相脱节,训用不一致等突出问题,以高素质军事人才培养的国际比较为研究的缘起,从对于我国高素质军事人才培养相对滞后的理论分析入手,基于社会现代化转型的视角,探讨了我国军事教育变革的理论依据、历史由来、经验借鉴、时代背景、现实状况、目标定位与路径选择等一系列理论与实践问题。

首先,尝试性界定了社会现代化转型与军事教育变革研究所涉及的社会现代化转型、新军事变革、军事人才培养模式等相关概念,重点探讨了军事人才培养模式的内涵和实质、社会现代化转型与军事教育变革的作用机制。著者认为,军事人才培养模式是一个有着内在结构和外在功能的科学概念,不能够将其局限于具体操作层面,仅将其理解为培养方式和方法。其中,内在结构反映了教育思想和价值观念、管理体制和运行机制、资源配置与使用对功能性教育训练活动的不同程度的影响,外在功能体现为军事人才培养由理念、目标向过程、效果的不断转化。只有从观念、制度、操作三个静态性的结构层次和理念、目标、过程、效果四个动态性功能维度加以分析和理解,从理论与实践的结合上完整地、准确地理解军事人才培养模式,才能在理论建构和功能实现上把握军事人才培养模式的本质,揭示社会现代化转型与军事教育变革之间互动关系的作用机制,从而克服以往军事教育变革理论局限性,以及由此所必然带来的实践偏差。

继而,从历史考察和国际比较两个方面探讨了我国军事教育变革的历史由来、经验借鉴,强调正确认识我国军事教育变革理论与实践问题,应该从宏观历史背景和比较军事教育的研究维度加以分析,以增强相关问题研究的历史深度,拓展其研究视野。

随后,从世界范围的新军事变革和中国特色军事变革及对国家战略安全的影响,探讨了我国军事教育变革的时代背景,重点剖析了世界新军事变革、中国特色军事变革对军事人才观和军事教育理念的影响,以及国家战略安全形势的新变化对军队建设尤其是军事人才培养的现实需求。著者认为,以信息化为本质和核心的世界新军事变革正在改变人类战争的形态和作战样式,使得军事人才观发生了根本性变化。世界各国军事教育必须适应信息化战争和信息化军队建设的实际需要,确立全新的信息化军事人才观。对于中国来说,推进机械化和信息化复合式发展的新军事变革,关键是军事教育变革要跟上。推进军事教育变革,必须按照信息化军事人才培养的实际要求更新军事教育理念,依据国家战略安全形势的新变化和我军使命任务的新拓展来重新审视军事教育理念与培养目标定位,切实按照培养目标和规格要求科学设计培养方案、合理选择培养途径和方式,其核心是深化专业教学改革、创新军事人才培养模式。

接着,从现状分析探讨了我国军事教育变革的现实状况,揭示了导致我国军事教育变革相对滞后、军事人才培养模式难以适应高素质军事人才培养实际要求的文化和制度根源。著者认为,正确理解我国军事教育变革理论与实践问题,必须科学分析我国军事人才培养模式在目标定位、制度设计、培养途径和方式方法等方面存在的诸多问题,准确把握我国军事教育变革的现实状况及其人才培养模式问题的症结所在。尤为重要的是,将军事人才培养模式反映的功能性教育训练活动的展开理解为一个原生性的教育物质资源供给、使用和再生性的教育信息资源供给、使用交替进行,以及它们之间相互作用、相互影响的过程,科学揭示了资源配置方式对于军事人才培养策略选择及其效果的影响。

最后,本书在对我国军事教育变革的历史考察、国际经验借鉴、时代背景、现状分析等一系列研究的基础上,深刻反思军事教育变革与社会现代化转型的相互关系,探讨社会现代化转型背景下我国军事教育变革的目标定位与路径选择,提出了深化当前院校教育和部队训练改革、创新中国特色军事人才培养模式的若干思考和政策建议。

Aiming at the outstanding problems of insufficient individualization and innovation in China's military education, the disconnection between selection, training and appointment, and inconsistent training and application, this book takes the international comparison of the training of high-quality military personnel as the origin of the study, starts from the theoretical analysis of the relatively lagging training of China's high-quality military personnel, and discusses a series of theoretical and practical issues such as the theoretical basis, historical origin, experience reference, background of the times, current situation, target positioning and path selection of China's military education reform from the perspective of social modernization and transformation. Firstly, this paper tentatively defines the relevant concepts of social modernization transformation, new military transformation, and military talent training mode involved in the research on social modernization transformation and military education reform, and focuses on the connotation and essence of military personnel training mode, and the mechanism of social modernization transformation and military education reform. The author believes that the military talent training model is a scientific concept with internal structure and external function, and it cannot be limited to the specific operational level, but only understood as a training method and method. Among them, the internal structure reflects the different degrees of influence of educational ideas and values, management system and operation mechanism, resource allocation and use on functional education and training activities, and the external function is reflected in the continuous transformation of military personnel training from concept and goal to process and effect. Only by analyzing and understanding the three static structural levels of concept, system and operation and the four dynamic functional dimensions of concept, goal, process and effect, and understanding the military personnel training mode completely and accurately from the combination of theory and practice, can we grasp the essence of the military personnel training model in terms of theoretical construction and functional realization, reveal the mechanism of the interaction between social modernization transformation and military education reform, and overcome the limitations of the previous military education reform theory and the practical deviations inevitably brought about by this. Then, from the aspects of historical investigation and international comparison, the historical origin and experience of China's military education reform were discussed, and it was emphasized that the correct understanding of the theoretical and practical problems of China's military education reform should be analyzed from the macro historical background and the research dimension of comparative military education, so as to enhance the historical depth of research on related issues and expand its research horizons. Subsequently, from the perspective of the new military changes in the world and the military changes with Chinese characteristics and their impact on national strategic security, the background of China's military education reform was discussed, focusing on the analysis of the impact of the new military changes in the world and the military changes with Chinese characteristics on the concept of military talents and military education concepts, as well as the actual needs of the new changes in the national strategic security situation on army building, especially the cultivation of military talents. The author believes that the new military changes in the world with informationization as the essence and core are changing the form and combat style of human warfare, and have brought about fundamental changes in the concept of military talent. Military education in all countries of the world must meet the actual needs of informationized warfare and informationized army building, and establish a brand-new concept of informationized military talent. For China, the key to promoting the new military reform of mechanization and informationization is to keep pace with the reform of military education. To promote the reform of military education, we must update the concept of military education in accordance with the actual requirements of informationized military personnel training, re-examine the concept of military education and the positioning of training goals in light of the new changes in the national strategic security situation and the new expansion of our army's mission and tasks, and earnestly scientifically design training programs and rationally choose training channels and methods in accordance with the training goals and specifications. Then, from the analysis of the current situation, the actual situation of China's military education reform is discussed, and the cultural and institutional roots that lead to the relative lag in China's military education reform and the difficulty of military personnel training mode to meet the actual requirements of high-quality military personnel training are revealed. The author believes that to correctly understand the theoretical and practical problems of China's military education reform, it is necessary to scientifically analyze the many problems existing in China's military personnel training model in terms of target positioning, system design, training methods, and methods, and accurately grasp the actual situation of China's military education reform and the crux of the problem of its talent training model. What is particularly important is to understand the development of functional education and training activities reflected in the military talent training mode as a process of original supply of educational material resources, the use and regenerative supply and use of educational information resources, and the interaction and mutual influence between them, and scientifically reveal the influence of resource allocation mode on the choice of military talent training strategy and its effect.
