本书建立了权责配置的理论模型，将它运用到社会治理尤其是当代中国的生态治理中，尝试从一个新的角度解释社会治理领域的问题。本书认为生态文明建设将会开启人类后工业文明时期“伦理化权责”走向历史前台的起点。当代中国还处于制度化权责的完善期。从生态治理领域来看，表现为：权威化权责主导，制度化权责失衡，伦理化权责有待进一步挖掘。本书还对西方典型国家生态权责进行了比较分析，发现西方典型国家的生态权责表现出从“外延拓展”走向“内涵深化”的特征，政府和社会间的权责关系表现出从“对立”走向“协同”的发展趋势。本书最后明确地方政府优化生态权责配置的战略空间和策略选择，提出了具体措施。
This book establishes a theoretical model of power and responsibility allocation, applies it to social governance, especially ecological governance in contemporary China, and attempts to explain the problems in the field of social governance from a new perspective. This book believes that the construction of ecological civilization will open the starting point for the "ethical rights and responsibilities" of human post-industrial civilization to move to the front of history. Contemporary China is still in a period of perfection in institutionalized rights and responsibilities. From the perspective of ecological governance, it is manifested as: authoritative rights and responsibilities dominate, institutionalized rights and responsibilities are unbalanced, and ethical rights and responsibilities need to be further explored. This book also makes a comparative analysis of the ecological rights and responsibilities of typical Western countries, and finds that the ecological rights and responsibilities of typical Western countries show the characteristics of "extension expansion" to "deepening connotation", and the relationship between the government and society shows a development trend from "opposition" to "coordination".
