The telecommunications sector not only is the most representative natural monopoly industry，but also is the strategic，leading and fundamental industry for the national economy. Since 1994，Chinese telecommunications have undergone unprecedented deregulation，which has aroused a great response. It is always a widespread concern and controversial topic about the reform program and its performance. Then，we address a few of questions：what impact do deregulation—relating to competition，ownership and regulation—have on sector performance? How is the impact of change in any one policy affected by the implementation of the other? How much contribution does the deregulation have on the growth of telecommunications sector? How much potential and space is deregulation in the future? The answers for these questions are related with the deepening Chinese telecommunications reform. Therefore，this dissertation focuses on the assessment of telecommunications deregulation performance.

In Chapter 4，based on the traditional analysis paradigm of S-C-P in the industrial organization，an extended analysis paradigm of SOR-C-P is built. In addition，this chapter develops a number of hypotheses as to the effects of competition，ownership and regulation on Chinese telecommunications.

In Chapter 5，the above hypotheses are empirical tested. With a new panel dataset of 31 Chinese provinces from 1998 through 2007，this section examines competition and private ownership reforms effects on telecommunications and its market segments performance indicators including prices，subscription levels，as well as call traffic.

In Chapter 6，using the dynamic panel data for 29 Chinese provinces over the period from 1994 to 2007，this section provides an econometric assessment，employed the Cobb- Douglas production function and method of SYS-GMM，of the effects of competition，ownership and regulation on the total factor productivity （TFP） of telecommunications. In addition，the source of telecommunications growth in the three periods was assessed.

The main findings in this dissertation are follows：（1）Competition is significantly positively correlated with the industrial performance and the total factor productivity （TFP）.（2）The ownership reform through listing on the oversea stock exchange is insignificantly correlated with industrial performance，but it is significantly correlated with the total factor productivity （TFP）.（3）The substitution competition between the mobile and fixed lines has an important impact on individual industrial performance. However，we could not find the individual competition for the mobile and fixed lines has obvious impacts on its performance.（4）The interaction effects between regulation and competition or ownership do not lead to obvious gains in industrial performance，though regulation has some positive effects on the industrial performance and total factor productivity （TFP）.（5）The greater the telecommunications deregulation，the greater contribution to the telecommunications growth. Further deregulation reform still has much room for the telecommunications growth.

The above conclusions could be employed to explain the two devevelopment dilemmas in Chinese telecommunications sector. On the one hand，the conclusion could help to explain the mystery of competition unbalance. The conclusions show that the telecommunications reform on market structure could not attain the original purpose for effective competition in the sub-sector. Moreover，the substitution competition resulted in the competitive imbalance in the telecommunications. In addition，regulation could not play a role of complementary policy to promote the effective competition in the telecommunications sector. On the other hand，the conclusions also partly explain why the growth rate of telecommunications is lower than national economy in the recent years. The reasons not only include the lagged deregulation reform since 2003，but also include the competition unbalance in the telecommunications sector.
