本书立足于全球视野，基于多维福祉视角，对中国区域福祉不平衡的态势演变、格局变化和影响因素等进行了定量的比较分析。构建了区域福祉均衡的分析框架，提出了针对我国区域发展不平衡的福祉均衡机制及相关对策建议。本书认为，我国区域之间经济发展不平衡是必然趋势，实现区域均衡发展不是要刻意平衡区域之间的经济发展水平，而是要在保持适度经济差距的前提下，通过釆取提高福祉产出绩效和加强区域福祉均衡调控等措施，使得区域之间人均综合福祉水平逐步趋同。建议我国实行保持“适度经济差距”与“人均福祉均衡”并行不悖的区域均衡发展战略和兼顾“降低碳排放”与“增进人类福祉”双重目标的区域低碳福祉战略，深入推进我国区域协调发展与全面小康社会建设。

Based on a global perspective and based on the perspective of multi-dimensional well-being, this book provides a quantitative comparative analysis of the evolution, pattern changes and influencing factors of regional well-being imbalance in China. This paper constructs an analytical framework for regional welfare balance, and puts forward a well-being balance mechanism and related countermeasures for China's regional development imbalance. This book believes that the imbalance of economic development between regions in China is an inevitable trend, and the realization of balanced regional development is not to deliberately balance the level of economic development between regions, but to gradually converge the per capita comprehensive welfare level between regions under the premise of maintaining a moderate economic gap, through measures such as improving the performance of welfare output and strengthening the balanced regulation and control of regional well-being. It is recommended that China implement a regional balanced development strategy that maintains the "moderate economic gap" and "balanced per capita well-being" and a regional low-carbon welfare strategy that takes into account the dual goals of "reducing carbon emissions" and "improving human welfare", and further promotes China's coordinated regional development and the construction of a moderately prosperous society in an all-round way.（AI翻译）
