我国推进城镇化具有重要意义,城镇化水平是衡量一个国家和地区发达程度的重要标志,是我国现代化建设的历史任务。但我国的城镇化和世界其他国家有所不同,具有中国特色。第一,城镇化速度快。1978—2015年我国城镇化率从17.91%提升到56.1%,年均提高1.02个百分点。预计2020年和2030年城镇化水平将分别达到60%左右、66%左右。根据国际经验,当一个国家城镇化水平处于30%—70%时,特别是在50%左右时,意味着城镇化处于加速阶段。从我国实际发展看,我国“十二五”规划城镇化率预期目标是51.5%,而2015年达到56.1%,远超预期。第二,城镇化规模巨大。1978—2014年,我国城镇常住人口从1.7亿增加到7.49亿,年均增长1600万。预计从2011年至2030年的20年间,每年将有1000多万农民进入城镇,新增城镇人口3亿人左右。第三,正在推进以人为核心的新型城镇化。预计从2014年到2020年,我国将有两亿左右的农民陆续在城镇落户2991524,转为城镇户籍,公平享受城镇公共服务。

城镇化和农业现代化相互协调发展是我国无法绕开的一个历史性课题。李克强总理指出,城镇化是中国现代化进程中的一个基本问题,是一个大战略、大问题。农业现代化是重要基础,是发展的根基。2991525伴随着城镇化快速推进,农业劳动力逐步减少,保障农产品供应特别是粮食安全成为城镇化顺利推进的一个重要基础条件。发达国家和我国的经验也表明,农业现代化是城镇化的基础。

西部地区城镇化和农业现代化相互协调发展具有特别重要的意义。第一,西部城镇化、农业现代化是我国城镇化、农业现代化的重要组成部分。但发展相对滞后,两者发展不协调明显,需要补齐“短板”。第二,西部地区城镇化和农业现代化对我国经济稳定发展具有重要意义。李克强总理说,我国经济发展最大的回旋余地在中西部。西部大开发在区域发展战略中具有优先位置,是我国经济持续健康发展的重要支撑力量。2991526城镇化、农业现代化是西部全面建成小康社会的重要经济基础。第三,西部推进城镇化和农业现代化相互协调发展对我国国家安全和民族地区发展具有重要意义。西部地区是我国少数民族最集中的区域,全国80%的少数民族聚居在这一地区,有44个少数民族。2991527第四,西部地区是我国重要的生态涵养区,农业资源相对短缺、生态环境比较脆弱,城镇化和农业现代化相互协调发展对我国生态安全具有重要意义。

正是基于这样的认识,我们设计申报了“西部城镇化和农业现代化相互协调发展研究”这一课题,2013年6月有幸被国家社会科学基金予以立项并给予资助(批准号:13XJY020)。

课题批准以后,课题组通过召开小型座谈会等形式,征求有关专家的意见,获得了大量宝贵的信息和建议。课题组在原申报设计基础上进一步修改完善了研究框架、研究提纲、研究计划及其研究内容和基本观点。

西部涉及12个省份,内部各地情况极具差异性。我们在资料的调查方面采取了课题组成员“实地调查研究”和“间接调查研究”相结合的方法。“实地调查研究”就是课题组成员,特别是主要研究人员深入西部区县、乡镇、农户家庭进行调查研究,掌握第一手资料,准确把握西部城镇化、农业现代化发展的实际情况。“间接调查研究”主要是指利用现代报纸、刊物、互联网等信息平台,广泛收集有关西部城镇化、农业现代化发展及其政策导向的有关资料,全面掌握西部城镇化、农业现代化发展的情况。力图使课题研究能够结合西部实际,既有典型性研究,又有整体性研究,突出研究的针对性、应用性。

在研究过程中,课题组取得一系列、多种形式的阶段性成果,为课题的深入研究和顺利完成奠定了很好的基础。经过课题组的努力,2016年顺利完成本项目,2017年7月结项(证书号:20171147),本书是这一课题研究的最终成果。

China's promotion of urbanization is of great significance, and the level of urbanization is an important indicator to measure the degree of development of a country and region, and is the historical task of China's modernization. However, China's urbanization is different from other countries in the world and has Chinese characteristics. First, urbanization is fast. From 1978 to 2015, China's urbanization rate increased from 17.91% to 56.1%, an average annual increase of 1.02 percentage points. It is expected that the urbanization level will reach about 60% in 2020 and 66% in 2030. According to international experience, when a country's urbanization level is 30%-70%, especially around 50%, it means that urbanization is in an accelerated stage. From the perspective of China's actual development, the expected target of urbanization rate in China's "Twelfth Five-Year Plan" is 51.5%, and it will reach 56.1% in 2015, far exceeding expectations. Second, the scale of urbanization is huge. From 1978 to 2014, China's urban permanent population increased from 170 million to 749 million, with an average annual growth of 16 million. It is estimated that in the 20 years from 2011 to 2030, more than 10 million farmers will enter cities and towns every year, and about 300 million new urban people will be added. Third, we are promoting a new type of urbanization with people at the core. It is estimated that from 2014 to 2020, about 200 million farmers in China will gradually settle down in cities and towns, 2991524 converted to urban household registration, and enjoy urban public services fairly. The coordinated development of urbanization and agricultural modernization is a historical topic that China cannot bypass. Premier Li Keqiang pointed out that urbanization is a basic issue in China's modernization process, and is a major strategy and issue. Agricultural modernization is an important foundation and the foundation of development. 2991525 with the rapid advancement of urbanization, the agricultural labor force has gradually decreased, and ensuring the supply of agricultural products, especially food security, has become an important basic condition for the smooth progress of urbanization. The experience of developed countries and China also shows that agricultural modernization is the basis of urbanization. The coordinated development of urbanization and agricultural modernization in the western region is of particular significance. First, the urbanization and agricultural modernization of the western region are important components of China's urbanization and agricultural modernization. However, the development is relatively lagging behind, and the development of the two is obviously not coordinated, and it is necessary to make up for the "short board". Second, urbanization and agricultural modernization in the western region are of great significance to China's stable economic development. Premier Li Keqiang said that the biggest room for maneuver in China's economic development lies in the central and western regions. The large-scale development of the western region has a priority position in the regional development strategy and is an important supporting force for the sustained and healthy development of China's economy. 2991526 urbanization and agricultural modernization are important economic foundations for building a moderately prosperous society in the western region in an all-round way. Third, the coordinated development of urbanization and agricultural modernization in the western region is of great significance to China's national security and the development of ethnic areas. The western region is the region with the highest concentration of ethnic minorities in China, with 80 per cent of the country's ethnic minorities living in this area and 44 ethnic minorities. 2991527 Fourth, the western region is an important ecological conservation area in China, with a relative shortage of agricultural resources and a fragile ecological environment, and the coordinated development of urbanization and agricultural modernization is of great significance to China's ecological security. Based on this understanding, we designed and applied for the project "Research on the Coordinated Development of Urbanization and Agricultural Modernization in Western China", which was honored to be approved and funded by the National Social Science Foundation of China in June 2013 (approval number: 13XJY020). After the project was approved, the research group solicited the opinions of relevant experts by holding small symposiums and other forms, and obtained a lot of valuable information and suggestions. The research group further revised and improved the research framework, research outline, research plan, research content and basic views on the basis of the original declaration design. The western part involves 12 provinces, and the internal situation is very different. In terms of data investigation, we adopted a combination of "field research" and "indirect investigation" by members of the research group. "Field investigation and research" means that the members of the research group, especially the main researchers, go deep into the western counties, townships, and peasant households to conduct investigation and research, grasp first-hand information, and accurately grasp the actual situation of urbanization and agricultural modernization in the western region. "Indirect investigation and research" mainly refers to the use of modern newspapers, publications, the Internet and other information platforms to widely collect relevant data on the development of urbanization and agricultural modernization in the western region and their policy orientation, so as to comprehensively grasp the development of urbanization and agricultural modernization in the western region. Efforts should be made to enable the research of the subject to be combined with the actual conditions in the western region, with both typical research and overall research, and highlighting the pertinence and application of the research. In the process of research, the research group has achieved a series of phased results in various forms, which has laid a good foundation for the in-depth study and successful completion of the project.
