《中国中小企业景气指数研究报告（2017）》为中国中小企业景气指数研究的最新年度报告书，主体内容由四篇十五章构成。

第一篇2016—2017年中国中小企业发展总体评述（第一章和第二章），主要分析近一年来中国中小企业总体发展状况及区域中小企业发展动态和新亮点，同时系统地梳理了2016年以来国家及各地方政府促进中小企业发展的最新政策与法规（包括中小企业财税金融、创业创新、公共服务平台及国际化扶持政策等）。

第二篇2017年中国中小企业景气指数测评（第三章至第六章），是本研究报告的核心部分。本研究报告基于国内外相关最新前沿理论和中国中小企业发展的实际，通过确立宏观和微观、官方统计和非官方调研相结合的景气指数评价方法，收集选取统计数据、上市中小企业财务数据以及中小微企业景气监测问卷调查数据，采用主成分分析法—扩散指数法—合成指数法，计算出中国大陆31个省份、七大地区及16个主要城市的中小企业综合景气指数，系统地总结了中国中小企业总体发展及不同区域发展的最新现状和趋势。

第三篇中国区域中小企业景气指数实证研究——浙江小微篇（第七章和第八章）。主要基于浙江小微企业景气监测最新数据，计算出2017年浙江省11市和主要行业小微企业景气指数，并针对当前浙江小微企业发展现状及主要问题进行了综合分析，提出相关对策与建议等。

第四篇2017年中国中小企业发展热点专题研究（第九章至第十五章）。主要针对当前热点问题结合案例进行分析，包括区域中小企业景气提升路径专题研究、供给侧结构性改革背景下中小企业创业创新发展专题研究、共享经济与中小企业成长专题研究、中小企业知识产权研究专题研究、中小企业降成本专题研究、中小企业融资评价专题研究及“一带一路”与中小企业“走出去”区域专题研究。

本研究报告为中国社会科学出版社—浙江工业大学“中小企业研究文库”系列著作，是包括多项国家及省部级社会科学、自然科学重大重点科研项目的阶段性成果。本研究报告由池仁勇、刘道学等策划统撰，是撰写团队持续开展中国中小企业景气指数研究协同攻关取得的最新标志性成果。本研究报告具有科学理论基础和可靠数据支撑，结合大量案例研究，深入分析中国中小微企业发展的最新景气状况和动态趋势，研究具有鲜明的现实针对性，可为政府决策、企业经营提供决策参考，具有较高的学术价值和社会应用价值。

"Research Report on China's SME Prosperity Index (2017)" is the latest annual report on China's SME prosperity index, the main content consists of four articles and fifteen chapters. The first part of the overall review of the development of China's small and medium-sized enterprises in 2016-2017 (chapters 1 and 2) mainly analyzes the overall development status of China's small and medium-sized enterprises in the past year and the development dynamics and new highlights of regional small and medium-sized enterprises, and systematically sorts out the latest policies and regulations of the state and local governments to promote the development of small and medium-sized enterprises since 2016 (including SME finance, taxation and finance, entrepreneurship and innovation, public service platforms and internationalization support policies, etc.). The second part of the 2017 China SME Business Climate Index (Chapters 3 to 6) is the core part of this research report. Based on the latest cutting-edge theories at home and abroad and the reality of the development of Chinese SMEs, this research report calculates the comprehensive prosperity index of small and medium-sized enterprises in 31 provinces, seven regions and 16 major cities in Chinese mainland by establishing a business climate index evaluation method combining macro and micro statistics, official statistics and unofficial research, collecting and selecting statistical data, financial data of listed small and medium-sized enterprises and questionnaire survey data of small and medium-sized enterprises and micro enterprises, and using principal component analysis method-diffusion index method - synthetic index method. This paper systematically summarizes the latest status quo and trends of the overall development of China's small and medium-sized enterprises and the development of different regions. The third empirical study on the prosperity index of China's regional small and medium-sized enterprises: Zhejiang small and micro articles (chapters 7 and 8). Mainly based on the latest data of Zhejiang small and micro enterprise prosperity monitoring, the prosperity index of small and micro enterprises in 11 cities and major industries in Zhejiang Province in 2017 was calculated, and a comprehensive analysis was made for the current development status and main problems of small and micro enterprises in Zhejiang, and relevant countermeasures and suggestions were put forward. Part IV: A Special Study on the Development of Small and Medium-sized Enterprises in China in 2017 (Chapters 9 to 15). It mainly analyzes the current hot issues and cases, including the special research on the prosperity improvement path of regional small and medium-sized enterprises, the special research on the entrepreneurship and innovation development of small and medium-sized enterprises under the background of supply-side structural reform, the special research on sharing economy and the growth of small and medium-sized enterprises, the special research on intellectual property rights of small and medium-sized enterprises, the special research on cost reduction of small and medium-sized enterprises, the special research on the financing evaluation of small and medium-sized enterprises, and the regional special research on the "Belt and Road" and the "going out" of small and medium-sized enterprises.
