乡镇统筹，是通过成立乡镇级产权主体，突破“村自为战”的发展体制格局，集约化利用集体土地，走农民本土型城镇化道路的一种关于社会结构转型的理论。

从经济体制角度看，乡镇统筹是继“三级所有，队为基础”的ᄉ民公社、“统分结合，双层经营”的家庭联产承包责任制之后农村经济体制发展演变的新阶段。在农业文明向工业文明转型过程中，村集体经济组织之间通过联营联建，推动产业结构转型升级，促进城乡与区域均衡协调发展。

从土地改革角度看，乡镇统筹是一种新的土地制度，可称之为“联地制”，与平均地权、“单一税”等世界上大部分土地改革聚焦收益分配不同，乡镇统筹的土地改革，将碎片化的集体土地资源在产权与空间上重新联结与集中优化配置，同步实现地利共享与地尽其利。

从城镇化道路角度看，乡镇统筹又是一种深刻的城镇化模式转型，由大城市带动的分割式发展的城镇化转向本土型的城乡融合发展的城镇化。实施乡村振兴战略，让农民“带资进城”，提高市民化质量，加快城乡一体化。

Township Co-ordination is a theory of the transformation of social structure through establishing township-level property rights, breaking through the developmental pattern of the “village”, using collective land in an intensive way, and taking the peasant-type road towards urbanization. From the perspective of economic system, township planning is a new stage in the development of the rural economic system following the people's commune of "three-level ownership based on teams" and the household contract responsibility system of "a two-tier management of unity and individual". In the process of transforming the agricultural civilization into an industrial one, the village collective economic organizations push forward the transformation and upgrading of industrial structure, and promote a balanced and coordinated development of urban and rural areas through joint ventures and joint construction. From the perspective of land reform, township Co-ordination is a new land system, which is also called “joint land system”. It is different from the average land rights and “single tax” in most of the world’s land reforms. The land reform of township planning reconnects the fragmented collective land resources in property rights and space and centralizes priority allocation, and achieves a sharing of land resources and benefits simultaneously. From the perspective of urbanization, township Co- ordination is a profound transformational model of urbanization, transferring from the urbanization of split-type development driven by big cities to the urbanization of local-style development of urban- rural integration. Through the implementation of a rural revitalization strategy to allow farmers to “carry capital to go to the city”, it can improve the quality of citizenship and accelerate urban-rural integration.
