大学生资助是中国政府高度重视教育人权的重要体现，更是国家“惠民工程”的重要举措之一，高校大学生资助政策的落实关系到教育公平水平的提升、人力资本竞争力的提升乃至中华民族复兴之梦的实现。自2007年以来，国家逐步建立健全了覆盖各个教育阶段的资助政策体系，中国大学生资助经费投入量及管理工作量随之急剧攀升，如何提升大学生资助管理的工作水平日渐成为社会各界极为关注的焦点问题之一。本书主要从理论解析、过程评估及其效果评估三个维度展开，综合论述我国大学生资助政策的执行现状。

The implementation of the college student funding policy is related to the improvement of educational equity, the improvement of human capital competitiveness and the realization of the dream of the rejuvenation of the Chinese nation. Since 2007, the state has gradually established and improved the funding policy system covering all stages of education, and the amount of financial aid and management workload of Chinese college students has risen sharply, and how to improve the level of college student financial aid management has increasingly become one of the focus issues of great concern from all walks of life.
