王荣华编著的《危机下的转机：国民政府时期的西北经济开发研究》认为，西北乃至后发展地区的发展动力主要来自中央政府对其的重视程度，而重视程度则源于各种各样的危机。也就是说，不同时段的不同危机或同一时段交织在一起的不同危机，使得西北地区的政治地位上升，政治地位的上升致使中央政府不得不重视这一地区，从而迫使国民政府采取各种各样的西北经济开发举措。开发是对危机的应对，是缓解危机的手段，等到危机一旦解除，开发的步伐也就慢了甚至停了下来。
