摘要：党的十八大以来，党中央对加强和创新社会治理、建设平安中国作出一系列重大部署。党的十九大开启了中国特色社会主义新时代，人民日益增长的美好生活需要，对加强和创新社会治理、建设平安中国提出了新的要求。党的十九大报告围绕“打造共建共治共享的社会治理格局”的目标，进一步深化了社会治理部署，为新时代平安中国建设指明了方向。

平安建设是当前中国社会治理中的一项基础性工作。加强和创新社会治理，是建设平安中国的基本途径。社会治理和平安建设的重点和难点在基层，活力和动力也在基层。加强和创新社会治理，建设平安中国，有赖于中央统筹顶层设计和整体制度安排，也必须发挥地方和基层的积极性。

近年来，珠海市按照党中央、国务院和中央有关部门关于加强和创新社会治理、建设平安中国的部署，坚持社会治理和平安建设社会化、法治化、智能化、专业化的要求，着力完善平安建设体制机制，推动平安建设精细化管理，扩大平安建设社会参与，筑牢平安建设基层基础工作，加强立体化社会治安防控体系建设，在做好社会治理和平安建设常规工作的同时，开展了具有珠海特色的积极探索和创新，取得了积极成绩。珠海平安社会建设实践表明，守住法治底线是社会治理和平安建设的前提，推动体制创新是社会治理和平安建设的关键，激发基层活力是社会治理和平安建设的基础。

加强和创新基层治理，推进平安中国建设，应在总结地方实践经验的基础上，不断完善党委领导、政府主导、社会协同、公众参与、法治保障的社会治理体制，全面提升平安建设的社会化、法治化、智能化、专业化水平，打造共建共治共享的社会治理格局。应当坚持依法治理，完善平安建设法律支撑；坚持协同治理，扩大平安建设公众参与；坚持创新治理，增强平安建设基层活力；坚持智慧治理，强化平安建设技术保障。

Abstract：Since the 18 th National Congress of CPC，the Central Committee of CPC has made a series of major plans for strengthening and innovating social governance and building the peaceful China.The 19 th National Congress of CPC opened the new era of socialism with Chinese characteristics.The growing needs for a better life of the people puts forward new tasks for strengthening and innovating social governance and building the peaceful China.The report at the 19 th National Congress of CPC revolved around the goal of“establishing a social governance model based on collaboration，participation，and common interests”，further deepening the deployment of social governance and pointing out the direction for the construction of the peaceful China in the new era.

The peaceful China initiative is a basic work in the current social governance in China.Strengthening and innovating social governance is the basic way to build the peaceful China.The key and difficult points of social governance and peace initiative are at the grass-roots level，and vitality and motivation are also at the grass-roots level.Strengthening and innovating social governance and building the peaceful China depend on the overall planning and the overall institutional arrangement of the Central Committee of CPC，and it is necessary to give full play to the initiative of the lo cal and grass-roots units.

In recent years，Zhuhai City，in accordance with the Central Committee of CPC，the State Council of PRC and the relevant central departments concerned with the strengthening and innovation of social governance and peaceful China initiative，persisted in the social，legal，intelligent and professional requirements of social governance and peace initiative，and focused on improving the systemmechanism of peace initiative to promote the fine management of peace initiative.To expand the social participation of the peace initiative，build the basic work of the peace initiative，strengthen the construction of the three-dimensional social security prevention and control system，and carry out positive exploration and innovation with the characteristics of Zhuhai while doing a good job in the routine work of social governance and peace initiative，and have achieved positive achievements.The practice of building a peaceful society in Zhuhai shows that keeping the bottom line of the rule of law is the premise of social governance and peace initiative，and promoting system innovation is the key to social governance and peace initiative，and the basic of social governance and peace initiative is to stimulate the vitality of

To strengthen and innovate grass-roots governance and promote the peaceful China initiative，we should step up institution building in social governance and improve the lawbased social governance model under which Party committees exercise leadership，government assumes responsibility，nongovernmental actors provide assistance，and the public get involved.We should strengthen public participation and rule of law in social governance，and make such governance smarter and more specialized，thus to establish a social governance model based on collaboration，participation，and common interests.We should adhere to the legal management according to law，improve the legal support of safety construction.We should adhere to the cooperative governance，expand the public participation in building safety.We should adhere to the innovation management，strengthen the vitality of the peace building at the grass-roots level.And we should adhere to the management of wisdom and strengthen the techni cal guarantee for the construction of safety.
