摘要：根据《政府信息公开条例》和政府采购信息公开相关规定，中国社会科学院国家法治指数研究中心及中国社会科学院法学研究所法治指数创新工程项目组开展了政府采购透明度的第三方评估。评估分析了3家中央级政府集中采购机构以及31家省级政府、93家地市级政府的财政部门与集中采购机构，公开政府采购的批量集中采购模式、协议供货采购模式、投诉处理及违规处罚结果信息的情况。评估结果显示，尽管评估对象普遍公开了招标公告、中标公告、投诉处理与违规处罚结果信息，且有的地方积极创新信息发布方式，但政府采购信息公开情况仍不理想，主要表现为地市级政府公开情况不佳，协议供货模式的信息公开情况不好，且普遍存在发布渠道混乱、信息更新不及时、信息内容不详细、部分重要信息未发布等问题。提升政府采购透明度，还需要不断提升行政机关对政府采购信息公开的认识，规范政府采购工作机制，完善政府采购信息发布平台建设，建立考核问责机制。关键词：法治指数、第三方评估、政府采购、透明度、政府信息公开

Abstract：In accordance with the relevant provisions of the Regulation on the Disclosure of Government Information and regulations on the disclosure of information of government procurement，the CASS Center for the Studies of National Indices of the Rule of Law has carried out a third-party assessment of the transparency of government procurement in China.The assessment covers three centralized procurement agencies under the Central Government and the financial departments and centralized procurement agencies of31provincial-level governments and91prefectural-level governments and has analyzed the disclosure situation of government information by these government organs in the fields of bulk centralized procurement，procurement upon supply of goods by agreement，and the handling of complaints and investigation of violations. The assessment shows that government agencies covered by the assessment have generally been able to disclose information about notices of invitation for bids，notices of winners of bids，the results of handling of complaints and investigation of violations，and some local governments have been actively innovating the methods of disclosure of information. Nevertheless，the general situation of disclosure of government information in the field of government procurement is still unsatisfactory：the situation of disclosure of information by prefectural-level governments is poor，so is the situation of disclosure of information in the field of procurement upon supply of goods by agreement. Moreover，problems such as chaotic channels of disclosure，undue delay in updating the information，lack of details in disclosed information，and non-disclosure of some important information are prevalent. The report points out that，in order to increase the transparency of government procurement，it is necessary to continuously enhance government officials' awareness of disclosure of information in the field of government procurement，standardize the mechanisms of government procurement，improve the relevant information release platforms，and establish related evaluation and accountability mechanisms.Key words：indices of the rule of law；third-party assessment；government procurement；transparency；disclosure of government information
