With the continuous development of Chinese economy and society,urbanization has become an important engine of Chinese economy.At present,Chinese urbanization is in a rapid development level.Since“the reform and opening up”policy,China has made a series of achievements,such as continuously improved level of urbanization,rapidly increased number of urban population and towns,and improvement of urban infrastructure,etc..However,it also encountered a lot of problems during the long-term rapid development process,like semi-urbanization,land contradictions,and capital bottlenecks.In general,if we insist on the traditional model of urbanization,instead of transforming to a new type,Chinese economic might fall into a“medium income”trap,which will inevitably lead to a lot of social issues,like resources deterioration and social contradictions.What's more,it has a bad effect on modernization.So during the transition period,we Chinese people should focus on urbanization quality,to adapt to the economic development.Therefore,we need to abandon the traditional model,and at the same time,establish a new one.

New urbanization is a unique concept with Chinese characteristics.The connotation is,in the course of urbanization,we need to insist on“people-oriented”as the fundamental point of departure,take the new industrialization as the power and source,further promote urban modernization,urban clustering,urban ecology and rural urbanization,comprehensively improve the quality and the level,and take the way of urbanization which is scientific,intensive and efficient,city-industry interactive,environment-friendly,social harmonious,urban and rural integrated,and coordinated development of large,medium and small towns.In the past,the construction of urbanization neglected harmonious development of city-industry interaction,and did not combine the industrial development with the urban construction.In the new urbanization,the industrial development will be a driving force of urban construction,as well,urbanization can also provide a carrier for industry and ensure the sustainable development of industry.

City-industry integration becomes an effective model,with the accelerated process of new urbanization.The integration is a mutually coordinated,dynamic and virtuous cyclic development model of urban functions,industrial functions,ecological functions and human development in the process of new urbanization.By realizing the harmonious development of industry and town,industrial function,urban function and ecological function are merged together,and then a new pattern is constructed.The City-industry integration is not a mechanical bund industry and city together,but to avoid the sightless expansion of the city and singly development of industry through planning and guiding,scientific and rational allocation of land,industrial distribution,and ecology and environment protection.Then it can become a model that interact,promote each other and develop harmoniously.The City-industry integration is an effective exploration of the new urbanization model in China.It refers to the coupling of industrial parks and cities in spatial layout and function,which is a new trend in the development of new industrialization and urbanization in China,which embodies the new requirements of scientific development.

This thesis will use a combination of research methods including qualitative analysis and quantitative analysis,normative analysis and empirical analysis.Qualitative analysis can make a judgment on the premise and direction of research,while quantitative analysis can accurately grasp the nature and rule of the object in the base of theoretical research,and make a scientific forecast of the following trend.In this thesis,qualitative and quantitative analysis will be combined to analyze current investment and financing situation,the problems of urbanization and empirical cases.Normative analysis is a research method to explain economic problems based on ethics and value judgments,while empirical analysis is the description and explanation of typical economic phenomena and it can deduce general conclusions from individual phenomena.In this thesis,the foreign typical cases will be analyzed and summarized,and the case of Guan New Town will be introduced.From the individual to the general,the new urbanization development mode will be elaborated in detail.

About urbanization,there have been a lot of researches on investment and financing in the past,but most of them are more in general,less depth discussion,more theoretical research and less practical exploration.This thesis is based on the perspective of private capital.It studies the establishment of a diversified investment and financing system for urbanization,discusses the positioning and border issues of the market and government under the system,and the integration mechanism of how the market and the government promote the construction of new urbanization.Through studying of Guan case,this thesis argues that it is a typical mode to promote economic development by industrialization and urbanization.This mode would be helpful to enhance its regional competitiveness and itself development by developing the upstream and downstream industries to form a new industrial town.The case of Guan New Town can be used as a useful experience,but there are also some shortcoming needed to be improved.The further study shows that the advance of new urbanization is the result of many factors.Without institutional arrangements,taxation,financial support,informalization and related information,it is impossible to promote new urbanization.In the process of new urbanization,the relevant institutional mechanisms should be established,the fiscal and financial support should be given,and the importance of information should also be emphasized.They ensure the healthy development of industrial-city mode towards the harmonious and interaction direction.

Against the background of current supply-side reform and the new normal economy, the integration of industry and city has become an important direction for the development of new urbanization. Based on the experience from the development of urbanization in developed countries, this study believes that the urbanization of emerging cities should emphasize the harmonious and interactive development of industry and towns in order to realize the integration of industrial functions, urban functions and ecological functions, and create an environmentally friendly sustainable model of development. From the perspective of attracting private capital, this book studies the multi-city investment and financing system dominated by the market in the developmental process of the industrial city, focusing on the model innovation (PPP) to attract the establishment of social capital and mechanism and set up of social introduction funds. This book further discusses the functional transformation of government and the boundary of the leading role under the system, and promotes the integrated development of the industrial city through integration of government and market resource allocation.
