摘要：《贸易便利化协定》的正式生效和自贸试验区贸易监管模式的创新变革，对中国贸易便利化的发展提出更高的要求。贸易便利化水平的提升对于国际贸易、经济增长、市场整合、就业等方面具有显著的促进和溢出效应。本书对各国的贸易便利化水平进行了比较，总体而言，中国贸易便利化水平不高，在通关效率、边境管理等方面还有较大的提升空间。本书在对每一条具体的改革试点经验进行整理和分析的基础上发现：当前中国自由贸易试验区通过体制性、政策性改革，初步建立了符合国际高标准的贸易便利化体制；通过工作机制性改革，逐步形成了自主改革的贸易便利化工作协调机制；通过技术性改革，不断完善以信息化支撑的贸易便利化通关模式。此外，我们分析了当前中国自贸区贸易便利化改革存在的问题并提出相应的政策建议。

Abstract: The implementation of the Trade Facilitation Agreement（TFA）and the regulation innovations of the Pilot Free Trade Zones（PFTZs）raise new requirements to trade facilitation of China.The improvement of trade facilitation will promote the development of international trade, economic growth, market integration and employment.Firstly, the book compares the situations of trade facilitation of most countries in the world, and finds that trade facilitation of China have still much space to improve,such as in clearance processes and border management.Then, it analyzes many specific practices of PFTZs organized by the study.It finds that China has built an institution of trade facilitation that conform to international standard by institution and policy reform.It also finds that China has built a coordination mechanism of trade facilitation by working mechanism reform.It still finds that China has improved customs clearance mode of trade facilitation with constructing information system by technology reform.Finally, it finds some problems in the reform of trade facilitation and gives some policy recommendations of PFTZs.

Abstract: The formal entry into force of the Trade Facilitation Agreement and the innovative changes in the trade supervision mode of the pilot free trade zones have put forward higher requirements for the development of China's trade facilitation.
