课题组负责人：田禾史志伦 项目组成员：（按照姓名汉字笔画排序）　　　　　　王小梅　王帅一　王希龙　田万国　　　　　　吕艳滨　朱新华　刘迪　　江建明　　　　　　杨筠　　张力　　张誉　　陈红　　　　　　周方冶　郑博　　赵千羚　栗燕杰　　　　　　郭雷　　黄智刚　蒋强　　翟国强　　　　　　潘光霞 摘要：地方立法是法治中国建设的重要组成部分。四川省人大及其常委会自取得地方立法权后，注重建设专业队伍，提升立法水平，转变立法观念，积极开展创制性立法和配套性立法，突出地方特色，加强民族自治立法，强调时代特征，较好地保障和促进了四川省的经济社会发展。但从四川省立法的实践看，地方立法仍面临一系列困境和挑战，如对立法工作的领导机制亟待加强和健全，地方立法的主流价值取向亟待树立和强化，地方性法规的审议机制亟待修改和完善，人大主导立法的作用亟待彰显，立法计划亟待统筹和平衡，立法变通权亟待研究和深化。因此，加强地方立法必须注重加强党的领导，发挥人大的主导作用，坚持立法统一的审议机制，加强立法计划的科学论证，还需要整合地方立法资源，加强协作与配合。 关键词：地方立法　四川省　党的领导　人大 Abstract： Local legislation is an important part of the construction of the rule of law in China．The People's Congress of Sichuan Province and its standing committee，after acquiring the power of local legislation，have attached great importance to the building up of professional teams，improving the quality of legislation，and transforming outdated ideas about legislation，actively carried out creative legislation and supporting legislation，highlighted local characteristics，strengthened legislation on regional national autonomy，and emphasized characteristics of the times，thereby effectively safeguarding and promoting the social and economic development in the province．However，the practice in Sichuan Province also shows that local legislation in China is still faced with a series of dilemmas and challenges，such as the urgent needs to strengthen and improve the leadership mechanism of local legislative work，to establish and strengthen themainstream value orientation of local legislation，to improve the mechanism for the deliberation over local administrative regulations，to give prominence to the leading role of people's congresses in legislation，to make overall and balanced legislative plan，and to carry out study on and develop adaptive legislative power．In strengthening local legislation，China must pay attention to strengthening the leadership of the Communist Party of China，give full play to the dominant role of people's congresses，adhere to themechanism for unified deliberation on legislation，strengthen the scientific demonstration of legislative plan，integrate local legislative resources，and improve coordination and cooperation． Key words： local legislation，Sichuan，leadership of the Communist Party of China，people's congresses
