摘要：肯尼亚不仅是非洲经济社会发展成就较为突出的国家之一，也是引领东非一体化深入发展的重要引擎之一，亦是中国开展对非洲合作的重要对象。近年来，中国与肯尼亚的双边关系持续深化发展，双方在中非合作论坛与“一带一路”倡议框架下实现了国家发展战略的准确对接与有机融通，陆续在基础设施建设、产能合作、能力建设、人文交流等多个领域完成了一系列令人瞩目的合作成就，成为新时代中非合作关系持续、健康、深入、全面发展的典型。特别是全面采取“中国标准”的蒙内铁路的建成通车全面刷新了中肯乃至中非合作的高度，它不仅使中国改革开放四十年以来所取得的经济、科技成就有效助推肯尼亚社会经济发展，而且拉开了东非地区以铁路为突破口实现基础设施互联互通的大幕。

本报告以中国与肯尼亚不断深化的双边关系为基本立足点，系统梳理两国在各个领域内取得的合作成就，详细分析以蒙内铁路为代表的各项中肯合作成果对于支持肯尼亚落实“2030愿景”以及非洲联盟“2063议程”的重要意义，为全面理解和认识近年来中非合作关系提供了宝贵的国别观察视角和详尽的实证研究事例。

Abstract: Kenya is not only one of the countries with outstanding achievements in economic and social development in Africa,but also an important engine leading the in-depth development of East Africa integration.It is also an important country for China to cooperate with Africa.In recent years,the bilateral relations between China and Kenya have continued to deepen.Under the frameworks of the Forum on China-Africa Cooperation and the“Belt and Road Initiative”,the two sides have successfully cooperated in development strategies,and have successively made accomplishments in various fields such as infrastructure construction,production capacity cooperation,capacity building,and cultural exchanges.It has become a typical example of continuous,healthy,in-depth and all-round development of China-Africa cooperation in the new era.In particular,the completion and opening to service of the“China Standard”MombasaNairobi Railway has completely updated the level of China-Kenya and even China-Africa cooperation,and it is not only evidence that China's economic and scientific achievements of 40-year reform and opening up has effectively helped promote Kenya's social and economic development,but it is also a symbol that East Africa has started the process of building connectivity in infrastructure.The present study,will systematically review the achievements in the cooperation of the two countries in various fields,and provide a detailed discussion l of their significance in assisting Kenya in implementing its“Vision 2030”and“Agenda 2063”so as to provide a valuable international perspective on comprehensive understanding China-Africa cooperation in recent years.

In particular, the completion and operation of the Mongolian Railway, which fully adopts the "Chinese standard", has comprehensively refreshed the height of China-Kenya and even China-Africa cooperation, which not only enables China's economic and scientific and technological achievements in the past 40 years of reform and opening up to effectively promote Kenya's social and economic development, but also opens the curtain on the East African region to realize infrastructure interconnection with railways as a breakthrough. Based on the deepening bilateral relations between China and Kenya, this report systematically sorts out the cooperation achievements made by the two countries in various fields, analyzes in detail the significance of the achievements of China-Kenya cooperation represented by the Mongolia-Kenya Railway in supporting Kenya's implementation of Vision 2030 and the African Union's Agenda 2063, and provides valuable country observation perspectives and detailed empirical research cases for a comprehensive understanding and recognition of China-Africa cooperative relations in recent years.
