《中国中小企业景气指数研究报告（2018）》为中国中小企业景气指数研究的最新年度报告，主体内容由四篇十六章构成。

第一篇为2017—2018年中国中小企业发展总体评述（包括第一章至第三章），主要分析近一年来中国中小企业发展概况及中国区域中小企业发展动态和新亮点，同时系统地梳理了2017年以来国家及各地方政府促进中小企业发展的最新政策（包括中小企业财税金融、创业创新、公共服务平台及国际化扶持等政策）。

第三篇为中国区域中小企业景气指数实证研究（包括第八章和第九章），主要基于浙江小微企业景气监测最新数据，计算出2017年浙江11市和主要行业小微企业景气指数，并针对当前浙江小微企业发展现状及存在的主要问题进行了综合分析，提出相关对策与建议等。

第四篇为2018年中国中小企业发展热点专题研究（包括第十章至第十六章），主要针对当前热点问题，结合案例进行分析，包括智能制造与中小企业创新发展、数字经济与中小企业创业创新发展、中国中小企业融资评价、普惠金融与中小企业发展、普惠金融与包容性创新业、普惠金融与消费金融、中小企业标准化专题研究等。

本研究报告为中国社会科学出版社—浙江工业大学“中小企业研究文库”系列著作，是包括多项国家级及省部级社会科学、自然科学重大重点科研项目的阶段性成果。本研究报告具有科学理论基础和可靠数据支撑，结合大量案例研究，深入分析中国中小微企业发展的最新景气状况和动态趋势，研究具有鲜明的现实针对性，可以为政府决策、企业经营提供决策参考，具有较高学术价值和社会应用价值。

"China SME Business Climate Index Research Report (2018)" is the latest annual report of China SME Business Climate Index research, the main content consists of four articles and 16 chapters. The first part is a general review of the development of China's small and medium-sized enterprises in 2017-2018 (including chapters 1 to 3), mainly analyzing the development of China's small and medium-sized enterprises in the past year and the development dynamics and new highlights of China's regional small and medium-sized enterprises, and systematically sorting out the latest policies of the state and local governments to promote the development of small and medium-sized enterprises since 2017 (including policies such as SME finance, taxation, entrepreneurship and innovation, public service platforms and international support). The second part is the evaluation of China's SME Prosperity Index in 2018 (including Chapters 4 to 7), which is the core part of this research report. Based on the latest cutting-edge theories at home and abroad and the reality of the development of Chinese small and medium-sized enterprises, this paper collects and selects statistical data, financial data of listed small and medium-sized enterprises and questionnaire survey data of small, medium and micro enterprises prosperity monitoring questionnaire by establishing a business climate index evaluation method combining macro and micro statistics, official statistics and unofficial surveys, and calculates the comprehensive prosperity index of small and medium-sized enterprises in 31 provinces, seven regions and 16 major cities in China by using principal component analysis method, diffusion index method and synthetic index method. It systematically summarizes the latest situation and trends of the overall development of China's small and medium-sized enterprises and the development of different regions. The third part is an empirical study on the prosperity index of small and medium-sized enterprises in China (including chapters 8 and 9), mainly based on the latest data of Zhejiang small and micro enterprise prosperity monitoring, calculates the prosperity index of small and micro enterprises in 11 cities and major industries in Zhejiang in 2017, and comprehensively analyzes the current development status and main problems of small and micro enterprises in Zhejiang, and puts forward relevant countermeasures and suggestions.
