摘要:纵观人类发展历程,生态文明和智能文明逐渐取代原始文明、农业文明和工业文明,成为人类文明和发展的主旋律,而绿色智慧城市则顺应了生态文明和智能文明的时代潮流,成为人类当今城市建设的必然选择。当前,世界各国为了实现可持续发展的目标,纷纷制订了促进绿色智慧城市的建设计划。据不完全统计,全球范围内超过400个城市有类似“智慧城市”“智能城市”“数字城市”等智慧城市发展计划。中国作为全球第二大经济体,在经济快速发展的同时,也意识到愈演愈烈的环境问题已成为阻碍其实现可持续发展目标的制约因子。习近平总书记在2018年全国生态环境保护大会上强调了生态文明建设和发展的重要意义,绿色与智慧已经成为当前全球城市建设的重要指导方针。
本报告论述了绿色智慧城市的内涵和外延,归纳了我国绿色智慧城市的人本化、生态化、智能化、系统化特征,梳理了国内外绿色智慧城市的发展历程。并在借鉴复合生态系统理论、国内外可持续发展指标体系的基础上,建立了包含绿色城市、智慧城市和人文城市三个大领域18个指标的绿色智慧城市评价指标体系,构建了计算模型,对中国285个地级及以上城市的绿色智慧发展水平进行了计算与分析。我们发现,人口规模较大且经济发展水平较高的东部城市位居前列,而人口规模较小且经济发展水平较低的西部城市排名靠后,东高西低特征显著。同时,沿江沿海城市、省会城市绿色智慧建设水平也较高。针对我国绿色智慧城市建设中存在的城市内部绿色、智慧、人文协同发展水平低下,核心中心城市对周边城市带动作用不强,边缘中小城市特色不够鲜明等问题,我们提出了问题导向、目标导向、工程导向等综合施治的对策建议。

Abstract:Throughout the process of human development,ecological civilization and intelligent civilization gradually replaced primitive civilization,agricultural civilization and industrial civilization,become the main melody of human civilization and development.Green and smart city follows the trend of ecological civilization and intelligent civilization,has become the inevitable choice of urban construction.At present,all countries in the world have formulated plans to promote the construction of green and smart cities in order to achieve the goal of sustainable development.According to incomplete statistics,more than 400 cities around the world have developed smart city plans like“smart city”,“intelligent city”and“digital city”.As the world's second largest economy,China,while developing rapidly,has also realized that the increasingly severe environmental problems have become the key to prevent it from achieving its sustainable development goals.President Xi Jinping highlighted the importance of building and developing ecological civilization at the National Ecological and Environmental Protection Conference in 2018.Green and smart have become important guidelines for urban construction around the world.
This report discusses the connotation and denotation of green and smart city,summarizes the four characteristics of China's green and smart city,which are human-based,ecological,intelligent and systematic,sorts out the construction process of green and smart city at home and abroad.On the basis of drawing lessons from the current situation of complex ecosystem and domestic and foreign sustainable development index system,a green and smart city evaluation index system including 18 indicators in green city,smart city and humanistic city is established.Based on the index system,the report constructs a computational model and analyzes the development level of green and smart cities in 285 prefecture-level cities and above in China.The report finds that eastern cities with larger population and higher level of economic development rank top of the list,while western cities with smaller population and relatively backward economic development rank at the bottom,and the characteristics of higher east and lower west are significant.Meanwhile,cities along rivers and coast and provincial capitals are also at a higher level of green and smart development.There are some problems in the construction of green and smart cities in China, such as the low level of cities' inner green,smart,and humanistic coordinated development,the weak driving force for surrounding cities of the core cities,and the non-distinctive characteristic of small and medium-sized cities.For these problems,the report puts forward some comprehensive controlling countermeasures and suggestions from problem orientation,target orientation and project orientation.

At present, in order to achieve the goal of sustainable development, countries around the world have formulated plans to promote the construction of green and smart cities. According to incomplete statistics, more than 400 cities around the world have smart city development plans such as "smart city", "smart city" and "digital city". As the world's second-largest economy, China's rapid economic development has also recognized that growing environmental problems have become a constraint to achieving the Sustainable Development Goals. At the 2018 National Eco-environmental Protection Conference, General Secretary Xi Jinping emphasized the importance of ecological civilization construction and development, and green and smart have become important guidelines for global urban construction. This report discusses the connotation and extension of green smart cities, summarizes the humanistic, ecological, intelligent and systematic characteristics of green smart cities in China, and sorts out the development process of green smart cities at home and abroad. On the basis of drawing on the theory of composite ecosystem and the sustainable development index system at home and abroad, a green smart city evaluation index system containing 18 indicators in three major fields: green city, smart city and cultural city was established, and a calculation model was constructed, and the green and smart development level of 285 cities at the prefecture level and above in China was calculated and analyzed. We find that the eastern cities with large population scale and high economic development level are in the forefront, while the western cities with small population size and low economic development level rank low, and the characteristics of high east and low west are significant. At the same time, the level of green and smart construction in coastal cities along the river and provincial capitals is also relatively high. In view of the low level of green, smart and humanistic coordinated development within cities in China's green smart city construction, the weak role of core central cities in driving surrounding cities, and the lack of distinctive characteristics of marginal small and medium-sized cities, we put forward problem-oriented, goal-oriented and engineering-oriented countermeasures and suggestions.
