According to compulsory education law and the reform of income distribution of Institution,On september 2,the Meeting of State Council decides that our country will implement the reform of teacher performance pay on compulsory school since the Date of January 1.It's an important decision to develop Education for our Communist Party and State Council,It also means that they are kind to teachers.the Reform of teacher Performance Pay,ensures that the compulsory education law provisions of average wage standard teachers not less than average wage standard of the local civil servants provides an important system guarantee,to raise their social status,fully mobilize the enthusiasm of teachers to attract and encourage all kinds of talents to the compulsory education schools,especially to the rural compulsory education school teachers,promote the balanced development of compulsory education,It also has very important sense.
So,What's the basis of theory on the reform of teachers performance pay in compulsory education?Why does our country want to make system reform of teacher performance pay? What has the reform made preliminary achievements?What are the main problems that still exist?What're the deep reasons of these problems? What are successful experiences of foreign teacher performance pay stem reform in compulsory education?The question is worthy of attention and eager to answer.This paper is from the view of education economics,economics,management,and psychology,from the perspective of positivism and humanism in the combination of methodology,investigation and field study for the organic combination of the research methods,through a lot of questionnaire investigations,interview and case analysis,and other structural research methods for data collection means,through the qualitative and quantitative analysis of data,The above problems a comprehensive and in-depth analysis,based on the basic experience of foreign school teacher performance pay reform and the reality of our country reality condition,puts forward the suggestions on further reform and perfect our country's teacher performance pay system.According to the above logic thinking,full text is divided into six chapters:
The first chapter for introduction,mainly introduces the origin of this study is briefly analyzed,and the teachers'salaries and obligations at home and abroad about teacher performance pay reviewed.At the same time,the definitions of pay,teacher performance pay of compulsory education such and so on.Finally,introduce the purpose of the research,the significance and the structure.
The second chapter introduces the theory of teacher performance pay reform in compulsory education.This part of the content mainly includes economics theory,the efficiency of distribution according to work and the incentive wages theory of management theory and their enlightenment to teacher performance pay system in compulsory education.
In the third chapter introduces the history for formation andhe reform background of teacher performance pay in compulsory education.This paper focuses on the parts in our country labor wage system of the teachers through five fundamental reforms: real convert system,the system of grade wages,the system of structure and job performance such as salary to salary.So as to learn how the system of teacher performance salary system works.Among them,the reform background relates to improve the teachers'pay duty to ensure that obligations,the salaries of teachers education schools requirements and promote the balance development of the compulsory education,etc.; The content of the reform of the total wages including performance pay and level of determination,the distribution of performance pay,funds to guarantee the performance and financial management; The principle of reform including sticking to the principle of morality first,to follow the principle of balanced development and the pursuit of fairness and efficiency of the organic unity.
The forth chapter introduces the effects and problems about the system reform of teacher performance pay.Among them,the reform efforts include: to guarantee the compulsory education teachers' income; Set up and local civil servant salary linkage mechanism that guarantees the teacher in compulsory education with the civil service salary allowance of adjustment synchronous growth; Ensure that the same county teachers'salary level in a rough balance,promote the balanced development of compulsory education; More gain for more pay,superior performance to the principle of optimal payment,improve the teachers' enthusiasm;Set up the rural teachers allowance,promote the rural teachers stability.The problems include: teacher performance pay in part region is difficult to guarantee;performance gap is widening between urban and rural areas; distribution of teacher performance pay in the same county even within the same school is unequal; Temporary teacher pay not included in the scope of protection.
Chapter 5 analyzes problems of attribution that the system reform of teacher Performance Pay s exists.the reasons can be reduced to the following aspects: from the point of view of financial input,public finance in compulsory education investment still insufficient; From the way of salary,teachers'salary still use the traditional way; From the evaluation method,see,the teacher evaluation method is not reasonable,From the management perspective,and to pay attention to the performance evaluation but ignore the performance management; From the point of view of distribution,the way of teacher performance pay allocation is not reasonable,From the perspective of supervision,the supervision of teacher performance pay mechanism is not reasonable.
Chapter 6 suggests improving the system reform of teacher performance pay in compulsory education.First,analyzes experience and enlightenment on the system reform of teacher performance pay of the in compulsory education.Second,make the following Suggestions: to continue increasing public financial investment,to guarantee the teacher performance pay system reform in compulsory education proceeds smoothly; Explicit the responsibility of the government at all levels,and establish a provincial faculty performance pay guarantee mechanism gradually; To improve the countryside,especially the teachers economic treatment in the poor areas.Perfect teacher performance evaluation mechanism,establish a transparent performance evaluation system;To strengthen the performance management,ensure that teacher performance pay reform and the development of the school synchronize advancement; Insist on unified standard,procedural justice and fair principle,to guarantee fair distribution of teacher performance pay; Innovate the supervision mechanism of teacher performance pay,promoting the healthy and stable development of compulsory education.
