The development of medical and health service is an important guarantee of social development，the degree of higher labor education and health level in China’s economic and social reform is the key to success.Good health not only provide the high quality human capital for society，but also promote the social progress and economic development.In the period of our country’s planned economy，the cooperative medical system which was widely carried in rural areas is highly-rated，the world health organization （WHO） said“it was the only paradigm for developing countries to solve the funding problems”.However in the process of the market orientation reforms，the rural cooperative medical system which was formed in the period of the planned economy is disintegrating，with economic efficiency is preferential policy in the development of China’s dramatic growth of driving，while it also caused serious imbalance of the economic and social development，the benefits of the public health suffered enormous challenge，the country’s medical problems is caught in grim situation.Nowadays，the majority of health resources were distributed in urban areas and used for urban residents，while the majority of farmers had been in troubles in a serious lack of medical care.The Chinese farmers as the overwhelming majority in population have been in the lack of basic medical security and bogged down the circle predicament of disease and poverty because of the difficulty and expensiveness to see a doctor.The issue of farmers’ health insecurity gradually led to a series of serious problems concerning economic development，ethical morality，equity and justice of society up to the beginning of this century.In the current the background of building harmonious society，how to satisfy every member’s basic medical and health needs in our society，how to pass on social hygiene reasonable allocation of resources so as to improve the health of resource utilization efficiency，promote the balanced development of public health is urgent to solve the social reality of problem.The equalization of basic health and medical services in urban and rural is an important concept in the principles of fairness and justice，and it is the internal requirement of the harmonious society.It is of great practical significance and theoretical value.

Several research methods are used in this thesis such as normative analysis，positive analysis，qualitative analysis，quantitative analysis，historical analysis，institutional economics analysis，literature research，social investigation，etc.The quasi-public goods attribute of NCMS with strong positive externality and higher public goods character is the starting point for the whole research in this thesis，and this thesis follows the general research standard of economics papers in accordance with the economic theory.In this paper，we construct the theory frame on the equalization of health and medical services in urban and rural.then，the research is aimed at figuring out factors resulting in the gap of basic medical and health services between urban and rural areas.To achieve this，relevant assessment indicators were built and statistical methods used to analyze the issue of equality of basic medical and health service.At last，we research the impact of the gap between basic medical and health services on the economic growth and resident income distribution and we put forward appropriate solutions at the same time.The essay is developed through five parts as following：

First of all，we construct the theory frame on the equalization of health and medical services in urban and rural，it’s the theoretical basis and logical starting point，and also the core of the statement.This part explains the concept and theoretical basis concerning equalization of basic medical and health service in rural and urban areas.Also the evaluation index system was established.

Thirdly，the research is aimed at figuring out factors resulting in the gap of basic medical and health services between urban and rural areas.To achieve this，relevant assessment indicators were built and statistical methods used to analyze the issue of equality of basic medical and health service.This part was the evaluation concerning equalizations of health and medical services in urban and rural.First，Using Delphi method and AHP，the author selects the indexes，makes certain their weights and the evaluation standards.secondly，we evaluate the standard evaluation concerning equalizations of health and medical services in urban and rural.From the evaluation results，the equal level is improving，but it still fails to reach the ideal state between urban and rural；we presents the empirical study of the issue of equalization of basic medical and health service in rural and urban areas.It explores equalization of financial resources，health resources distribution and health spending by using the statistical methods（Theil Index）.Fourthly，this paper researches the degree of satisfaction.

Fourthly，we research the the cause and effect concerning non-equalization of health and medical services in urban and rural.we discuss the cause of non-equalization.The cause includes five aspects，they are lacking of basic equality concept，the functions of government have not been completely transformed，Dysfunctional financial system；medical-sanitary system runs inefficiently；the urban-rural dual structure.then，we analyses the key non-equalization factors by gray relational analysis method and provincial panel data.Finally，we research the impact of non-equalization on the economic growth and the present situation of residential income and distribution.

Fifthly，On the base of concluding commentary，we puts forward relative policy suggestions to the equalization of health and medical services in urban and rural.First，setting up the basic concept concerning equality health and medical services in urban and rural；Second，building a system of public service-oriented government；Third，Enhancing the public finance system；Fourth，Speeding up the reform medical-sanitary system；Fifth，Eliminating the urban-rural dual structure and promoting harmonious development of economy and society in urban and rural.

This paper seeks to two innovations：On the one hand，The innovation of the theoretical analysis framework：Very few studies have addressed the main influence factors concerning equalization this paper researches it in detail.Meanwhile，In order to calculate and analyze the health and medical services scale and structure，we built three index system measuring the input，output and the benefit in the process of calculating.On the other hand，Innovation of the research approach：First，we evaluate the standard evaluation concerning equalizations of health and medical services in urban and rural；Second，we analyses the key non-equalization factors by gray relational analysis method；Third，we measures the satisfaction of farmers for basic medical and health sewices；Fourth，we analyses the key non-equalization factors by the provincial panel data.
