National Outline for Medium and Long-term Education Reform and Development sets up the goal of non-governmental higher education for the future ten years,and helps find the new impulsion for the development of private universities in China.The phenomena,appeared in the process of private higher education popularization,such as greater higher education resources,the decreasing number of students,and tendency for favoring excellent education resources,chanllenge the development of private universities.Private universities should accelerate the development and transform the way,from external expanding to internal construction,in order to strengthen the core competitive power.The internal management system is the basis of the inner development of universities and emphsis of the core competitive power.Nowadays,the internal relations within universities are still unclear,the management system is far less perfect,and great potential of the system waits to be taken.Whether private universities could take the opportunity and have a sustainable development mainly depends on the reformation and innovation of the internal management,when macro policies are favorable and workable,The background and the development of private management system has related much to the special culture and tradition of the nation,and it is closely connected to the policy-making of the government.Single Board System in United States,University Legal Entity System in Japan,Korea and Taiwan,all spell complicated historical background,diversified culture and governments’will.In order to deepen the reform and innovation of internal management system of private universities,we should clarify our basic environment,define the content of the universities’construction and accopmlish the goals,take advantage of successful experience abroad and make efforts on the following aspects within the law and policy of the country.1.Reform property ownership system and consolidate the foundation and formation of management system in private universities.The universities’property ownership is the basis of internal management system.Designing scientific and logistic law of property ownership at the level of the nation is crutial to form and construct internal management system.Private universities in the United States,hold the ownership of the property,allowed profitability,and conducted classification management.In contrast,in Japan,Korea and Taiwan,University Legal Entity System is performed,and private universities follow the non-profit law.As to current China's private universities,the rules of property ownership are not standardized and the threshold of entry is not clear.Behind the non-profit,there are plenty of profit-making desires and behavior,which are barriers of the construction of the management system for private universities.Starting from the basic national condition,to strengthen the rules of property ownership at the national level is the basis of the construction of management system for private universities.2.Perfect the board system and improve the decision-making ability.That the board is in charge of private universities is the general system of the management,which is similar to the enterprise legal entity system.The key of the system is that the president of the university takes the responsiby under the leadership of the board.Such a sytem requires that the ownership and the management rights be separated.As a matter of fact,what the private universites in China have done have not met the requirement yet.What's more,universities are not business.They could borrow the model or the frameowk of enterprises,but never copy it completely.The university must obey the rule of higher education,emphasize the criteria of and ensure the quality of education,within the framewotk of the board's function,responsibilities,and its structure as well.3.Enhance the team construction of the president,improve the ability to make policy and take action.The position of the private university president is different from that of state-owned universities.He or she is responsible for carrying out the board decision,and defining and performing his or her duties independently on inner affairs.The way of the president selection should be reformed,and the duty,right and benefits of him should be clarified The Presi-dent Responsibility System does not mean the president is the dictator.Besides the president's enthusiasm and diligence,the teamwork of vice presidents and the faculty play an equal role in the effective system and it is urgent to enhance the construction of internal management team.4.Stress the essential role of politics and promote the coordination of nongovernmental universities management system.Communist Party organization is the center in decision-making,desinging and practicing the management of internal affairs.It is irreplaceable for ensuring universities’orientation,for establishing the correct education value system,for coordinating the relationship among internal stakeholders,and coordinating the relationship between different departments of different interest demands.The successful non-governmental university emphasizes not only the role of the president,but that of the parallels,including communist party construction and democratic management.5.Deepen management system construction and push the legalization of private universities management.Rules and regulations are the basis of scientific management,and the guarantee of a well-run system as well.Legal entity management system makes the running efficient and it works best only when each member makes contribution.By perfecting management rules and converting management system into management culture,identified by the staff,the private university will eventually strengthen the soft power,hence,it will enhance the core competitive ability of the university.6.Conduct research on universities and deepen reformation and innovation of the management system.In the diversified framework of the development and individualized growth environment,on the research results and some case studies,China's private universities should refer to overseas experience and advanced concepts,design,plan and create internal management system.The creativity work of the theory and the practice should be encouraged.The hard work will lead to uniqueness,full of Chinese characteristics,of private university internal management system.
