在当前改革大潮中，我国经济发展迅猛，人民生活有较大提高，思想观念随之逐步改变，全国热气腾腾，呈现出一派勃勃生机，举国公认，世界瞩目。社会主义市场经济在发展而尚待完善的过程中，不可避免地也会产生一定的负面效应，那就是在社会各个角落弥漫着“利之所在，虽千仞之山，无所不止；深渊之下，无所不入”的浊流。出版界也难遗世而独立，不受影响，突出表现为迎合市民心理的读物汗牛充栋，而高品位的学术著作，由于印数少，赔本多，则寥若晨星。尚无一定知名度的中青年学者，往往求出书而无门，感受尤深。这种情况虽然不会永远如此，已使莘莘学子扼腕叹息。

历史科学的责任，是研究过去，总结经验，探索规律，指导现实。我国历来有重视历史的传统，中华民族立于世界之林数千年者，与此关系匪浅。中国是东方大国，探索东方社会本身的发展规律，能更加直接为当前建设有中国特色的社会主义所借鉴。

新中国成立以来，国家对历史学科十分关心，但限于财力尚未充裕，资助项目难于面面俱到。我们是一群有志于东方史研究的中青年学人，有鉴于此，几年前自筹资金设立了一个民间研究机构，现为中国史学会东方历史研究中心。创业伊始，主要是切磋研究。但感到自己研究能力毕竟有限，于是决定利用自筹资金设立“东方历史研究出版基金”，资助有关东方历史的优秀研究成果出版。凡入选的著作，均以《东方历史学术文库》作为丛书的总名。

我们这一举措，得到了老一辈史学家的鼓励，中青年同行的关注。胡绳同志为基金题词，在京的多位著名史学专家慨然应邀组成学术评审委员会，复蒙中国社会科学出版社允承出版；全国不少中青年学者纷纷应征，投赐稿件。来稿不乏佳作——或是开辟了新的研究领域；或在深度和广度上超过同类著作；或采用了新的研究方法；或提出了新的学术见解，皆持之有故，言之成理。百花齐放，绚丽多彩。这些给了我们巨大的鼓舞，也增强了我们办好此事的信心。

资助出版每年评选一次。凡提出申请的著作，首先需专家书面推荐，再经编辑委员会初审筛选，最后由学术评审委员会评审论证，投票通过。但由于基金为数有限，目前每年仅能资助若干种著作的出版，致使有些佳著不能入选，这是一大遗憾，也是我们歉疚的。

大厦之成，非一木能擎。史学的繁荣，出版的困难，远非我们这点绵薄之力能解决其万一。我们此举，意在抛砖引玉，期望得到海内外企业界，或给予我们财务支持，使我们得以扩大资助的数量；或另创学术著作基金，为共同繁荣历史学而努力。

Young and middle-aged scholars who do not yet have a certain degree of popularity often seek to publish books but have no way out, and they feel it deeply. Although this situation will not be the case forever, it has made the students sigh. The responsibility of historical science is to study the past, sum up experience, explore laws, and guide reality. China has always had a tradition of attaching importance to history, and the Chinese nation, which has been standing in the forest of the world for thousands of years, has a lot to do with this. China is a big country in the East, and exploring the development law of Eastern society itself can be more directly used as a reference for the current construction of socialism with Chinese characteristics. Since the founding of the People's Republic of China, the state has been very concerned about the discipline of history, but due to the fact that the financial resources are not sufficient, it is difficult to fund all projects. We are a group of young and middle-aged scholars interested in the study of Oriental history, and in view of this, a few years ago we self-funded the establishment of a private research institute, which is now the Oriental History Research Center of the Chinese Historical Society. At the beginning of the business, it was mainly about research. However, he felt that his research ability was limited after all, so he decided to use self-financing funds to establish the "Oriental History Research and Publication Fund" to fund the publication of excellent research results related to Eastern history. All selected works are entitled "Oriental History Academic Library" as the general name of the series. This initiative of ours has been encouraged by historians of the older generation and the attention of young and middle-aged colleagues.
