1978年中国共产党十一届三中全会开启了我国政治开放的历史新时期，至今已经30年了。从那时以来，我国人民在中国共产党的坚强领导下，以邓小平理论、“三个代表”重要思想和科学发展观为指导，顺应国内外形势发展变化，与时俱进，坚持理论创新和实践创新，开辟了中国特色社会主义道路，形成了中国特色社会主义理论体系，在全面建设小康社会的实践中把改革开放的伟大事业推向前进，取得了举世瞩目的辉煌成就，使社会主义中国的面貌发生了历史性变化。

改革开放以来中国特色社会主义建设是全面的，包括经济、政治、文化、社会等各个方面。但国外有一种错误的论调，似乎中国的改革只限于经济体制，不涉及政治领域。这是一种违背事实的严重误解。事实上，30年来坚定不移地发展社会主义政治和进行政治体制改革，始终是我国全面改革的重要组成部分。在中国共产党的领导下大力推进经济体制改革的同时，积极稳妥地推进政治体制改革，同样取得了很大的成绩，使我国社会主义民主政治制度日益发展和完善。认真地研究和阐明改革开放以来我国政治发展的成就，是政治学者义不容辞的责任。因此，由中国社会科学院政治学研究所研究员杨海蛟与许多专家学者参加撰写的《回顾与展望——改革开放以来的中国政治发展》一书的出版，是十分必要、非常及时的，值得我们庆贺。现该书即将面世，我有幸先睹为快，谈几点粗浅的读后感受。

第一，观点鲜明，论证有力。随着改革开放的不断深入和社会主义市场经济体制的建立和发展，社会利益格局急剧分化和调整，社会成员的价值取向日益多元化。《回顺与展望》一书，以高度负责的精神和科学的思维方式以及观察、思考的方法，从大局的高度和较为开阔的视野，全方位地回顾了中国改革开放以来政治发展的历史轨迹和主旋律，充分阐释了中国特色社会主义政治发展的主要内容，从理论和实践的结合上，系统地论述了改革开放30年来中国政治发展所取得的成就，全面总结了改革开放以来政治建设、政治体制改革和政治发展所积累的经验，并展示了未来中国政治发展的前景和方向。书中所提出的观点和命题均以权威的文献资料和划时代的变革实践过程予以支撑和说明，努力做到言之成理，持之有故，理论阐述，周密深入。可以这样说，该著不仅以无可辩驳的事实从理论上说明了中国特色社会主义政治发展的科学性和合理性以及所取得的辉煌成就，便于广大读者全面了解中国改革开放30年来政治发展的历史进程、独特优势和本质特征，而且以较为深邃的理性思考和理论论证为改革开放以来中国政治发展30年的实践过程提供了理论上的支撑，有利于广大读者对中国特色社会主义政治发展道路的坚持更加自觉，更加充满信心。

第二，资料丰富，凝重厚实。30年在历史的长河中可谓短暂的一瞬。然而，中国改革开放以来这30年，在中华民族的历史上，创造了奇迹，其中作为社会发展重要组成部分的政治发展，在其30年的历史进程中，所发生的一些重大事件，几乎都具有里程碑意义。用细腻的笔法将其真实地记录下来，在理论上得到整体再现，是现时代政治学工作者的使命和职责。《回顾与展望》一书，站在历史的高度，采用历史与逻辑相结合的方法，运用历史的眼光，以翔实的历史资料系统地审视改革开放30年的政治发展，无论是中国特色的社会主义民主政治建设，还是各种政治制度的健全和完善、政治体制改革和中国共产党的建设和反腐廉政建设过程的描述和成就、经验的总结，都通过丰富、翔实的历史资料和历史事实作为佐证。著者占有的历史资料极为丰富、可靠，毫无疑问，建立在丰富历史资料基础上的论述和阐释，不仅使其具有深厚、凝重的历史感，而且增加了其强有力的说服力。从某种意义上讲，该著作是一部中国改革开放30年政治发展的历史教科书。

第三，内容全面，规模恢宏。高扬中国特色社会主义伟大旗帜，开辟中国特色政治发展道路，推动中国特色社会主义政治发展进程，是历史的必然、现实的选择和未来的方向。中国特色社会主义政治发展具有极为丰富的内容，其中中国共产党作为中国政治发展的领导力量，党的建设是中国政治发展的关键，中国特色社会主义民主政治建设是中国政治发展的主要内容，而这种政治民主是通过一系列政治制度体现和保障的，政治体制改革则是实现政治发展的动力，无论政治体制改革、还是政治制度的健全和完善，又必须在有序、和谐的政治环境和政治状态下进行。中国特色社会主义政治民主建设、各项政治制度的健全和完善以及政治体制改革的不断深化、政治稳定局面的形成和维护，构成了中国改革开放30年政治发展气势磅礴的图景。《回顾与展望》分9个专题，基本上展现了改革开放30年来政治发展的全貌，从回顾发展历程、概括成就、总结经验、设想前景等四个方面涵盖了改革开放以来政治发展30年的方方面面，洋洋洒洒七十多万字构成了恢宏气势。

当然，该著也有需要改进之处。由于分专题论述，虽然各专题的角度和侧重点不同，但专题之间难免有些重复；文中的某些提法、表述方式也有待进一步研究推敲，希望能引起我国政治学界同仁的关注和讨论。

It is the unshirkable responsibility of political scientists to conscientiously study and expound the achievements of China's political development since the reform and opening up. Therefore, the publication of the book "Review and Prospects: China's Political Development Since the Reform and Opening Up" written by Yang Haijiao, a researcher at the Institute of Political Science of the Chinese Academy of Social Sciences, and many experts and scholars is very necessary and timely, and it is worth celebrating. Now that the book is about to come out, I have the privilege of giving a sneak peek and a few superficial impressions after reading. First, the viewpoint is clear and the argument is strong.
