2019年，广州市委市政府继续大力推进市场化国际化法治化营商环境建设。全市上下共同努力，深入实施营商环境2.0改革，各部门各领域出台专项措施，各区因地制宜进行改革创新，广州营商环境持续优化，在中国社会科学院等机构发布的全国34个主要城市营商环境评估排名中位列第一。本书借鉴国家发改委“营商环境”评估体系，从企业全生命周期、企业投资环境、监管与服务水平3个维度，共17项一级指标对2019年广州营商环境建设情况进行综合评估，并对标对表全国主要城市及全球先进经济体，提出进一步优化广州营商环境的举措。同时，本书还展示了2019年广州7个市直部门和11个区在优化营商环境方面的改革举措、做法、遇到的问题以及进一步深化改革的对策建议。并选取北京和深圳两市的营商环境建设进行分析与借鉴，为广州进一步优化营商环境，营造法治化、国际化、便利化的营商环境提供参考和研究支撑。

Abstract

Guangzhou Municipal Committee and Government continued promote the construction of a market-oriented and internationalized business environment governed by law in 2019.The whole city has made joint efforts to implement the business environment 2.0 reform thoroughly.Various departments and fields have issued special measures.Each district has carried out reform and innovation according to lo cal conditions.Guangzhou's business environment has been continuously optimized,ranking first among 34 major cities in the country's business environment assessment rankings issued by the Chinese Academy of Social Sciences and other institutions.Based on the“business environment”evaluation system of the National Development and Reform Commission,this book evaluates Guangzhou's business environment construction in 2019 from three dimensions of enterprise's whole life cycle,enterprise's investment environment,supervision and service level,with a total of 17 first-class indicators,and proposes measures to further optimize Guangzhou's business environment on the basis of the comparison of major cities in the country and advanced economies in the world.At the same time,this book also shows the reformmeasures,practices,problems encountered and suggestions for further deepening the reform in 2019 in 7 municipal departments and 11 districts of Guangzhou in optimizing the business environment.And select the business environment construction of Beijing and Shenzhen for analysis and reference,to provide reference and research support for Guangzhou to further optimize the business environment and create a legal,international and convenient business environment.
