摘要：习近平总书记明确要求，探索协同推进生态优先和绿色发展新路子，推动长江经济带高质量发展。本报告延续2016年以来的研究思路和框架，构建了包含科技创新、经济发展、交流服务、生态支撑四大领域19个指标的长江经济带城市协同发展能力评价指标体系。利用自然断裂点分析、空间自相关分析和规模—位序分析等方法，计算了2019年长江经济带110座地级及以上城市的协同发展能力，分析了长江经济带城市协同发展能力的时空特征。从总体上看，长江经济带城市协同发展能力缓慢提高，中心边缘差异巨大，东高西低和沿江沿海城市较高的空间格局依旧。从各领域关系看，经济发展、科技创新、交流服务高度正相关，但与生态支撑却呈现微弱负相关关系。为此，建议以重点污染企业管控为抓手，打造生态大保护协同网络；以大科学装置、人才、技术、信息等资源共享为抓手，打造协同创新网络；以自主可控国内价值链培育为抓手，打造现代化产业集群协同网络；以全方位联动开放为抓手，打造自贸区协同网络；以核心发达城市与边缘落后城市互动为抓手，打造城市多样共同发展网络。

Abstract: General Secretary Xi Jinping has made it clear that we should explore a new path of development to prioritize ecological protection and green development.Following the methods and framework adopted by our previous reports released since 2016,we put forward the 2019 Index of Urban Coordinated Development Capability（UCDC）in the Yangtze River Economic Belt（YREB）.This index includes 19 indicators in four components: scientific and technological innovation,economic development,communication & transportation,and ecological support.Using the methods of natural break-point analysis,spatial autocorrelation analysis and rank-size distribution analysis,this report calculates the UCDC of 110 municipal cities in the YREB and analyzes the spatio-temporal characteristics of UCDC in the YREB.It is found that the average level of UCDC in the YREB grows slowly; the UCDC of different cities in the YREB is spatially unevenly distributed,with higher level of UCDC in the eastern and coastal region or cities along the Yangtze River; while the UCDC in economic,transportation and innovation domains are positively and strongly correlated,they are only weakly correlated with the UCDC in ecological domain.The report proposes several suggestions to promote coordinated develop ment in the YREB,including establishment of（1）a collaborative network for ecological conservation on the basis of controlling key polluting enterprises;（2）a collaborative innovation network based on sharing large scientific equipment,talent,technology,information and other resources;（3）a modern collaborative network of industrial clusters based on cultivating independent and controllable domestic value chains;（4）a collaborative network of free trade zones by opening up to the rest of the world in an allround manner;（5）a network of cities for common development based on interactions between core developed cities and marginal backward cities.
