As China's current situation of air pollution becomes very serious,how to improve the air quality has become an important problem cared by the whole social,and it has become a test of the party's ruling wisdom,and an important annulus to shape the government administrative authority.To achieve the goal of management,effective policy implementation is needed,but policy implementation process is often in a“black box”,with little attention.In our country,policy implementation always leads to failure in air pollution governance.But the model and theory can not explain the deviation of policy implementation effects and can't explain the“selective”execution behavior.Therefore,this paper fill in the theory gap to a certain extent,with great academic value and practi cal significance.

On the foundation of Field Theory,Ambiguity-Conflict Model,the System-Actor theory and incentive theory,combining with the linear and block analysis framework of policy research,this paper put the actors in the research center,and put forward a analysis framework“Scene and the Actors”.At the same time,draw lessons from the linear analysis method,this paper deconstructs the basic structure of“scene”and its influence on the behavior of actors.This article selects three cases of air policy implementation in beijing-tianjin-hebei area in exploratory research.Through the case and cross-case in-depth analysis,this paper summarizes the four key stages and important influencing factors in policy implementation.By integrating these stages and influencing factors,this paper proposed a EGSA model in analysizing the implementation of air pollution control policy.EGSA mode includes four aspects: policy environment;policy goals;system and actors.

Based on the 267 questionnaires,with the aid of SPSS and Amos analysis software,this paper tested data reliability and validity,analyzed descriptive statistic results,and tested the existence and applicability of the model by evidence-based inspection process of structural equation model.The test results shows that the effective implementation of air policy needs the support of policy environment,the clearly assigned of policy goals,the effective incentive and control system,and the motivated actors.Among them,the system is the key factors,including the government's authoritarian,central power and responsibility division,the motivation and control system and cooperation mechanism.The motive and ability of actors is the core of the effective policy implementation in control of air pollution.Besides,policy environment,policy target and the motivation system can also adjust the actors' willingness and ability in behaving,which will of course have influence in the air policy implementation.

According to the results of theoreti cal analysis and empiri caltest,this paper choose cooperative implementation of haze policy in BeijingTianjin-Hebei area as another example of application case study.The case study shows the policy implementation has positive external environment because they get strong support of central government as well as the socie ty.In the same time,they constructed a regional organization in cooperation,establish a new system to improve the motivation and control,adjust the relationship and responsibility in air governance.The changes of the“scenario”will change the interests of the lo cal governments,and then leads to change of strategy and action,thus improve the policy implementation.However,the conflict between air policy and economy improvement,the ambiguity of policy goals as well as the low efficiency of policy tools leads to dilemma of value、target and technology in lo cal governance.Therefore,to improve the efficiency of air policy implementation,this paper suggests to appeal for more attention of central government and the whole society,to decompose the policy goal,and make system innovation to improve the motivation and control.What's more,environmental education is essential to improve the environmental awareness and behavior,broadening the participation channels is also necessary in improving the efficiency of air policy implementation.

Finally,based on the above analysis,this paper puts forward the main conclusions of this research,make policy recommendations,points out the innovation points and the insufficiency,and points out the direction of further research in the end.
