党的十八大以来,习近平总书记和党中央准确把握时代发展大势和国内国际两个大局,以高瞻远瞩的视野和总揽全局的魄力,提出一系列富有中国特色、体现时代精神、引领人类社会进步的新理念新思想新倡议。在全球化时代,从“人类命运共同体”的提出到“构建人类命运共同体”理念写入联合国决议,中华民族为世界和平与发展贡献了中国智慧、中国方案和中国力量。2013年,习总书记在出访哈萨克斯坦和印度尼西亚时先后提出共建“丝绸之路经济带”和“21世纪海上丝绸之路”重大倡议。这是实现中华民族伟大复兴的重大举措,更是中国与“一带一路”沿线国家乃至世界打造政治互信、经济融合、文化包容的利益共同体、命运共同体和责任共同体的探索和实践。

大国之路,始于周边,周边国家是中国特色大国外交启航之地。党的十九大报告强调,按照亲诚惠容理念和与邻为善、以邻为伴的周边外交方针深化同周边国家关系,秉持正确义利观和真实亲诚理念加强同发展中国家团结合作。当前,“一带一路”倡议已从谋篇布局的“大写意”转入精耕细作的“工笔画”阶段,为推动人类命运共同体建设结出了硕果。

在推进“一带一路”建设中,云南具有肩挑“两洋”(太平洋和印度洋)、面向“三亚”(东南亚、南亚和西亚)的独特区位优势,是“一带一路”建设的重要节点。云南大学紧紧围绕“一带一路”倡议和习总书记对云南发展的“三个定位”,努力把学校建设成为立足于祖国西南边疆,面向南亚东南亚的综合性、国际性、研究型一流大学。2017年9月,学校入选全国42所世界一流大学建设行列,学校党委书记林文勋(时任校长)教授提出以“‘一带一路’沿线国家综合数据库建设”作为学校哲学社会科学的重大项目之一,对“一带一路”沿线国家开展社会调查。2018年3月,学校正式启动“‘一带一路’沿线国家综合数据库建设”项目。

一是主动融入和服务国家发展战略。该项目旨在通过开展“一带一路”沿线国家中资企业与东道国员工综合调查,建成具有唯一性、创新性和实用性的“‘一带一路’沿线国家综合调查数据”和数据发布平台,形成系列学术和决策咨询研究成果,更好满足国家重大战略和周边外交等现实需求,全面服务“一带一路”倡议和习总书记对云南发展的“三个定位”。

二是促进学校的一流大学建设。该项目的实施,有助于提升学校民族学、政治学、历史学、经济学、社会学等学科的建设和发展;调动学校非通用语(尤其是南亚、东南亚语种)的师生参与调查研究,提高非通用语人才队伍的科研能力和水平;撰写基于数据分析的决策咨询报告,推动学校新型智库建设;积极开展与对象国合作高校师生、中资企业当地员工的交流,促进学校国际合作与人文交流。

项目启动以来,学校在组织机构、项目经费、政策措施和人力资源等方面全力保障。目前,经过两年多的努力,汇聚众多师生辛勤汗水的“海外中资企业与东道国员工综合调查”第一轮任务已经完成,其有如下特点:

一是群策群力,高度重视项目研究。学校成立以林文勋书记任组长,杨泽宇、张力、丁中涛、赵琦华、李晨阳副校长任副组长,各职能部门领导作为成员的项目领导小组。领导小组办公室设在社科处,由社科处处长任办公室主任,孔建勋任专职副主任,陈瑛、许庆红任技术骨干,聘请西南财经大学甘犁教授、北京大学邱泽奇教授、北京大学赵耀辉教授、北京大学翟崑教授为特聘专家,对项目筹备、调研与成果产出等各个环节做好协调和指导。

二是内外联合,汇聚各方力量推进。在国别研究综合调查数据库建设上,我校专家拥有丰富的实践经验,曾依托国别研究综合调查获得多项与“一带一路”相关的国家社科基金重大招标项目和教育部重大攻关项目,为本项目调查研究奠定了基础。国际关系研究院·南亚东南亚研究院、经济学院、民族学与社会学学院、外国语学院、政府管理学院等学院、研究院在问卷调查、非通用语人才、国内外资料搜集等方面给予大力支持。同时,北京大学、中国社会科学院、西南财经大学、广西民族大学等相关单位的专家、驻外使领馆经商处和企业代表处,以及部分“走出去”的国企(包括央企)和民营企业都提供了无私的支持和帮助。

三是勇于探索,创新海外调研模式。调查前期,一些国内著名调查专家在接受咨询时也指出,海外大型调查数据库建设在国内并不多见,而赴境外多国开展规模空前的综合调查更是一项艰巨的任务。一方面,在初期的筹备阶段,项目办面临着跨国调研质量控制、跨国数据网络回传、多语言问卷设计、多国货币度量统一以及多国教育体系和民族、宗教差异性等技术难题和现实问题;另一方面,在出国调查前后,众师生不仅面临对外联络、签证申请、实地调研等艰难,而且调查期间还遭遇地震、疟疾、恐袭等突发事件的威胁。但是,项目组克服各种困难,创新跨国调研的管理和实践模式,参与调查的数百名师生经过两年多的踏实工作,顺利完成了这项兼具探索性、创新性和唯一性的调查任务。

四是注重质量,保障调查研究价值。项目办重视各国别组调查人员的培训,强调国别组调查人员对在线调查操作系统、调查问卷内容以及调查访问技巧的熟悉掌握;针对回传的数据,配备熟悉东道国语言或英语的后台质控人员,最大限度形成“调查前、调查中和调查后”的质量控制体系,保证海外调查数据真实可靠。经过调查,国别组在对数据进行系统集成的同时,着力开展分析研究,形成“企聚丝路——海外中资企业高质量发展报告”,展现了“一带一路”沿线国家中资企业的经营与发展状况、面临的困难与风险,为我国高质量推进“一带一路”建设提供了数据支持。

作为本项目的标志性成果之一,《“一带一路”沿线国家综合数据库建设丛书》即将出版,这是凝聚着700多名国内外师生(其中300多名为云南大学师生)汗水和集体智慧的结晶,也是“‘一带一路’沿线国家综合调查数据”的阶段性研究成果。本项目首批由20个国别调研组组成,涉及4个片区,由专人负责协调,其中孔建勋负责东南亚片区,毕世鸿负责南亚片区,张永宏负责非洲片区,吴磊负责中东片区。20个国别组负责人分别为邹春萌(泰国)、毕世鸿(越南)、方芸(老挝)、孔建勋、何林(缅甸)、陈瑛(柬埔寨)、李涛(新加坡)、刘鹏(菲律宾)、杨晓强(印度尼西亚)、许庆红(马来西亚)、柳树(印度)、叶海林(巴基斯坦)、冯立冰(尼泊尔)、胡潇文(斯里兰卡)、邹应猛(孟加拉国)、刘学军(土耳其)、朱雄关(沙特阿拉伯)、李湘云(坦桑尼亚)、林泉喜(吉布提)、赵冬(南非)和张佳梅(肯尼亚)。国别组负责人同时也是各个国别调查报告的封面署名作者。

今后,我们将继续推动“‘一带一路’沿线国家综合数据库建设”不断向深度、广度和高度拓展,将其打造成为国内外综合社会调查的知名品牌。项目实施以来,尽管项目办和各国别组竭尽全力来完成调查和撰稿任务,但由于主客观条件限制,疏漏、错误和遗憾之处在所难免,恳请专家和读者批评指正!

Since the 18th National Congress of the Communist Party of China, General Secretary Xi Jinping and the Party Central Committee have accurately grasped the general development trend of the times and the overall situation at home and abroad, and put forward a series of new concepts, ideas and initiatives with Chinese characteristics, embodying the spirit of the times and leading the progress of human society with far-sighted vision and courage to oversee the overall situation. In the era of globalization, from the proposal of "a community with a shared future for mankind" to the inclusion of the concept of "building a community with a shared future for mankind" into United Nations resolutions, the Chinese nation has contributed Chinese wisdom, Chinese solutions and Chinese strength to world peace and development. In 2013, when General Secretary Xi Jinping visited Kazakhstan and Indonesia, he put forward major initiatives to jointly build the "Silk Road Economic Belt" and the "21st Century Maritime Silk Road". This is a major measure to realize the great rejuvenation of the Chinese nation, and it is also the exploration and practice of building a community of interests, destiny and responsibility between China and countries along the "Belt and Road" and the world as a community of political mutual trust, economic integration and cultural tolerance. The road to a great power begins in the surrounding countries, and the neighboring countries are the starting point of major country diplomacy with Chinese characteristics. The report of the 19th National Congress of the Communist Party of China emphasized that it is necessary to deepen relations with neighboring countries in accordance with the concept of affinity, sincerity and inclusiveness and the principle of peripheral diplomacy of being good to one's neighbor and taking one's neighbor as a partner, and strengthen solidarity and cooperation with developing countries by adhering to the correct concept of righteousness and benefit and the concept of true affinity. At present, the "Belt and Road" initiative has shifted from the "big letters" of planning and layout to the stage of intensive cultivation and "brush painting", which has yielded fruitful results in promoting the construction of a community with a shared future for mankind. In promoting the construction of the "Belt and Road", Yunnan has the unique geographical advantage of shouldering the "two oceans" (Pacific and Indian Oceans) and facing "Sanya" (Southeast Asia, South Asia and West Asia), and is an important node of the "Belt and Road" construction. Closely focusing on the "Belt and Road" initiative and General Secretary Xi's "three orientations" for Yunnan's development, Yunnan University strives to build the university into a comprehensive, international and research-oriented first-class university based on the southwest frontier of the motherland and facing South Asia and Southeast Asia. In September 2017, the school was selected as one of the 42 world-class universities in China, and Professor Lin Wenxun (then president) proposed to take "the construction of a comprehensive database of countries along the 'Belt and Road'" as one of the major projects of the school's philosophy and social sciences, and carry out social surveys on countries along the "Belt and Road". In March 2018, the school officially launched the "Comprehensive Database Construction of Countries along the 'Belt and Road'" project. First, actively integrate into and serve the national development strategy. The project aims to build a unique, innovative and practical "comprehensive survey data of countries along the Belt and Road" and a data release platform for employees of Chinese-funded enterprises and host countries in countries along the "Belt and Road", form a series of academic and decision-making consulting and research results, better meet the practical needs of major national strategies and peripheral diplomacy, and fully serve the "Belt and Road" initiative and General Secretary Xi's "three positioning" for Yunnan's development. The second is to promote the construction of the school's first-class university. The implementation of this project will help to enhance the construction and development of ethnology, political science, history, economics, sociology and other disciplines in the school; Mobilize teachers and students of non-lingua franca (especially South and Southeast Asian languages) to participate in research and research, and improve the scientific research ability and level of non-lingua franca talents; Write decision-making consulting reports based on data analysis to promote the construction of new think tanks in schools; Actively carry out exchanges with teachers and students of partner universities in target countries and local employees of Chinese-funded enterprises, and promote international cooperation and people-to-people exchanges in schools. Since the launch of the project, the school has made every effort to ensure the organizational structure, project funding, policy measures and human resources. At present, after more than two years of efforts, the first round of tasks of the "Comprehensive Survey of Employees of Overseas Chinese-funded Enterprises and Host Countries", which brings together the hard work of many teachers and students, has been completed, which has the following characteristics: First, it is to work together and attach great importance to project research. The school has established a project leadership group with Secretary Lin Wenxun as the team leader, Yang Zeyu, Zhang Li, Ding Zhongtao, Zhao Qihua and Li Chenyang as the deputy team leaders, and leaders of various functional departments as members. The office of the leading group is located in the Social Science Division, with the Director of the Social Science Division as the director of the office, Kong Jianxun as the full-time deputy director, Chen Ying and Xu Qinghong as the technical backbones, and Professor Gan Li of Southwestern University of Finance and Economics, Professor Qiu Zeqi of Peking University, Professor Zhao Yaohui of Peking University and Professor Zhai Kun of Peking University as special experts to coordinate and guide all aspects of project preparation, research and output. The second is internal and external alliance and bringing together all parties to advance. In the construction of the comprehensive survey database of country studies, our experts have rich practical experience, and have won a number of major bidding projects of the National Social Science Fund related to the "Belt and Road" and major research projects of the Ministry of Education by relying on the comprehensive survey of country studies, which has laid the foundation for the investigation and research of this project. The Institute of International Relations, the Institute of South Asian and Southeast Asian Studies, the School of Economics, the School of Ethnology and Sociology, the School of Foreign Chinese, the School of Government Management, and other faculties and research institutes provide strong support in questionnaire surveys, non-lingua franca talents, and domestic and foreign data collection. At the same time, experts from Peking University, Chinese Academy of Social Sciences, Southwestern University of Finance and Economics, Guangxi University for Nationalities and other relevant units, economic and commercial offices and enterprise representative offices of embassies and consulates abroad, as well as some state-owned enterprises (including central enterprises) and private enterprises that "go global" have provided selfless support and assistance. The third is to have the courage to explore and innovate overseas research models. In the early stage of the investigation, some well-known domestic survey experts also pointed out in consultation that the construction of large-scale overseas survey databases is rare in China, and it is a difficult task to carry out unprecedented comprehensive investigations in many overseas countries. On the one hand, in the initial preparatory stage, the project office faced technical problems and practical problems such as cross-border research quality control, cross-border data network backhaul, multilingual questionnaire design, multi-country currency measurement unification, and multinational education systems and ethnic and religious differences. On the other hand, before and after the overseas investigation, teachers and students not only faced difficulties such as external liaison, visa application, and field research, but also encountered the threat of emergencies such as earthquakes, malaria, and terrorist attacks during the investigation. However, the project team overcame various difficulties and innovated the management and practice mode of transnational research, and hundreds of teachers and students who participated in the survey successfully completed this exploratory, innovative and unique investigation task after more than two years of practical work. The fourth is to pay attention to quality and ensure the value of investigation and research. The Office emphasized the training of investigators in country groups, emphasizing the familiarity of investigators in country teams with the online survey operating system, questionnaire content and survey interview techniques. For the data transmitted back, back-end quality control personnel familiar with the host's Chinese or English are equipped to form a quality control system of "before, during and after the survey" to ensure the authenticity and reliability of overseas survey data. After the investigation, while systematically integrating the data, the country team focused on analysis and research, and formed the "Enterprise Gathering Silk Road - High-quality Development Report of Overseas Chinese-funded Enterprises", which showed the operation and development status, difficulties and risks faced by Chinese-funded enterprises in countries along the "Belt and Road", and provided data support for China's high-quality promotion of the "Belt and Road" construction. As one of the landmark achievements of this project, the "Comprehensive Database Construction Series of Countries along the "Belt and Road" will be published soon, which is the crystallization of the sweat and collective wisdom of more than 700 teachers and students at home and abroad (more than 300 of whom are teachers and students of Yunnan University), and is also the phased research result of "Comprehensive Survey Data of Countries along the 'Belt and Road'". The first batch of this project consists of 20 national research groups, involving 4 areas, coordinated by special personnel, of which Kong Jianxun is responsible for Southeast Asia, Bi Shihong is responsible for South Asia, Zhang Yonghong is responsible for Africa, and Wu Lei is responsible for the Middle East. The 20 country team leaders were Zou Chunmeng (Thailand), Bi Shihong (Vietnam), Fang Yun (Laos), Kong Jianxun, He Lin (Myanmar), Chen Ying (Cambodia), Li Tao (Singapore), Liu Peng (Philippines), Yang Xiaoqiang (Indonesia), Xu Qinghong (Malaysia), Willow (India), Ye Hailin (Pakistan), Feng Libing (Nepal), Hu Xiaowen (Sri Lanka), Zou Yingmeng (Bangladesh), Liu Xuejun (Turkey), Zhu Xiongguan (Saudi Arabia), Li Xiangyun (Tanzania) , Lin Quanxi (Djibouti), Zhao Dong (South Africa) and Zhang Jiamei (Kenya). The head of the country team is also the cover author of each country survey report. In the future, we will continue to promote the "construction of comprehensive database of countries along the 'Belt and Road'" to continuously expand in depth, breadth and height, and build it into a well-known brand of comprehensive social survey at home and abroad. Since the implementation of the project, although the project office and the national teams have made every effort to complete the investigation and writing tasks, due to the limitations of subjective and objective conditions, omissions, mistakes and regrets are inevitable.
