本书在总结新中国成立以来非煤矿业发展规律及未来发展趋势的基础上，分析了中国非煤矿山生产安全事故的发生规律，尤其是党的十八大以来非煤矿山生产安全事故下降的重要变化。通过定量分析，检验了中国工业化进程与非煤矿山生产安全事故之间的关系，确定了非煤矿山生产安全事故的主要影响因素。借鉴发达国家经验，从监管体制改革、结构调整、技术革新、管理实践等方面，提出了促进中国非煤矿业发展与生产安全事故“脱钩”的精准监管建议。

On the basis of summarizing the development law and future development trend of non-coal mining since the founding of New China, this book analyzes the occurrence law of non-coal mine production safety accidents in China, especially the important changes in the decline of non-coal mine production safety accidents since the 18th National Congress of the Communist Party of China. Through quantitative analysis, the relationship between China's industrialization process and non-coal mine production safety accidents was examined, and the main influencing factors of non-coal mine production safety accidents were determined. Learning from the experience of developed countries, from the aspects of regulatory system reform, structural adjustment, technological innovation and management practice, this paper puts forward precise regulatory suggestions to promote the "decoupling" between the development of China's non-coal mining industry and production safety accidents.（AI翻译）
