摘要：公共法律服务作为依法治理的基础性工程，既是法律服务不可或缺的一部分，也构成营商环境的重要内容。以珠海为代表的许多地方，在公共法律服务方面积极探索，其做法值得关注、成效值得总结、经验值得推广。总体上，珠海公共法律服务的推进，在理念上明确目标规划先行统一布局，坚持需求导向提升瞄准率，路径层面试点先行发挥示范带动效应，以推进基层治理法治化为旨归，功能层面凸显服务核心发展战略，注重统筹协调全覆盖，以平台建设为枢纽；在做法上，注重加强组织领导、重视法治宣传教育、推进法律顾问全覆盖，做实做强法律援助，调动各方资源供给多元化，保障体系可圈可点。其经验主要表现在党委重视支持破解难题，线上线下衔接形成合力，功能丰富而集约化，重心下沉可及性到达率提升，多方联动整合提升服务质量，区分层次梯次予以类型化满足不同需求，以信息化提升智能化，等等。在充分肯定珠海公共法律服务的巨大成效的同时，也应看到群众需求激增、认识偏差、发展不平衡、激励不充分等方面的挑战。对此，珠海应进一步在加强全局谋划、通盘考虑高度定位，明确有关部门职责、分工协作形成合力，加强信息建设、不断提升智慧智能水平，优化服务方式、更加便民专业，全方位提升各方法治素养等方面继续发力。

Abstract: Public legal service,as a basic project of law-based governance,is an indispensable part of the legal service system,as well as an important content of business environment.Many lo cal governments in China,as represented by the Government of Shenzhen Municipality,have actively carried out active explorations in the construction of the public legal service system.Their practices,achievements and experiences are worthy of attention,summarization,and popularization.Generally speaking,the experiences gained by the Government of Zhuhai Municipality in constructing the public legal service system can be summarized as the followings: at the ideologi cal level,setting clear objectives,making unified arrangements,adhering to the demand-orientation,and improving the pertinence of relevant policy measures; at level of approach,carrying out pilot work and enhancing demonstrative and catalyzing role of pilot work in promoting the law-based grassroots governance; at the functional level,highlighting the strategy of servicing the core development,attaching importance to overall planning,coordination and full-coverage,and taking the platform construction as the center; and at the level of method,strengthening organization and leadership,attaching importance to the rule of law publicity and educa tion,realizing the full coverage of legal counsel system and strengthened the legal aid system,mobilizing various resources and diversifying supply,and establishing a sound safeguarding system.The Project Team believes that,through the above measures,the Government of Zhuhai Municipality has developed replicable and transferable experiences in the construction of public legal service system,which are characterized by the importance attached and support given by the Party committee to the solution of difficult problems,the formation of synergy through the establishment of the linkage between online and offline systems,the diversification and intensification of functions,the shift of the focus downwards and the increase of accessibility and reach of the service,the improvement of the quality of service through multi-lateral cooperation and integration,the satisfaction of different needs through differentiation and categorization of various levels and echelons of needs,and the enhancement of intelligentization of the system through informatization.While fully recognizing the huge achievements made by the Government of Zhuhai Municipality in the construction of the public legal service system,the Project Team also points out the challenges faced by the government in the construction of the system,such as demand surge,cognitive deviation,unbalanced development,and lack of incentive.To meet these challenges,the government should further strengthen the overall planning by taking all factors into consideration and setting higher objectives,clarify the functions and responsibilities of relevant government departments and the division of labor and cooperation among them to enable them to form a synergy,intensify information construction and continuously raise the level of intelligence of the system,optimize the service mode to make it more professional and more convenient for the people,and comprehensively improve the rule of law quality of relevant personnel.
