《中国政府透明度（2020）》继续以量化研究的方法，对中国2019年政务公开情况进行了客观分析。本书分为总报告、政务公开的系统推进、政务公开的相关制度、特定领域的政务公开和政务公开的效能发挥五编。

Government Transparency in China（2020）is the result of an objective analysis based on quantitative research of the situation of openness of government affairs in China in 2019.The book consists of five parts:General Report,Systematic Advancement of Openness of Government Affairs,Systems Relating to Openness of Government Affairs,Openness of Government Affairs in Specific Fields,and Giving Full Play to the Role of Openness of Government Affairs.

The General Reportassesses the open government work of 49 departments under the State Council with external administrative competence after the reform of state institutions,31 provincial-level governments,49 governments of larger cities,and 125 county-（municipal-,or district-）level governments in 2019.The assessment shows that,in 2019,China gradually perfected the provisions on the openness of government affairs,steadily advanced the openness of decision-making,and made marked progresses in the openness of government service,administrative law enforcement,and the results of administration.In the future,more efforts should be made by China in enhancing public awareness of openness,accurately identifying public demands,incorporating openness into the full process of government activities,and raising the level of informatization safeguards.This book analyzes the construction of mechanisms for safeguarding openness of government affairs in China from such perspectives as secrecy legislation,standardization of the openness of grassroots government affairs,access to dossiers and platform building.Meanwhile,the book also analyzes the experiences gained and problems encountered by governments at various levels in the openness of government affairs in some selected fields,including public participation,optimization of business environment,administrative law enforcement,protection of ecology and environment,local government debts,and grassroots public legal services.
