摘要：素有“陇中苦瘠甲于天下”之称的定西市位于甘肃省中部，境内丘陵起伏，沟壑纵横，历史上自然条件严酷、生态环境脆弱，灾害频发、干旱缺水，基础设施建设落后、社会经济发展水平低，人民生活长期徘徊在温饱线上。为了改变当地的贫困面貌，在党中央、国务院和甘肃省委、省政府的亲切关怀和帮助下，1982年启动的“三西”扶贫开发计划拉开了定西市有计划、有组织、大规模区域性扶贫开发的序幕，此后的“八七”扶贫、开发式扶贫、整村推进扶贫均取得了显著的扶贫成效。2013年精准扶贫精准脱贫政策的实施则使定西市进入了脱贫攻坚的决胜期、改革开放的深化期和民生改善的黄金期，历史性地消灭了绝对贫困，定西市将与全国一道步入全面小康。

报告共九章。首先介绍了定西市的社会经济发展状况、历史上贫困的成因和扶贫开发历程与实践。在此基础上，对定西市精准扶贫政策体系与主要内容、精准扶贫开发的重要举措和成效进行了梳理。为进一步体现定西市精准扶贫政策成效，该书针对当地具有典型意义的马铃薯、中医药、新能源、养殖业、劳务输转、金融扶贫等展开案例分析，对其精准扶贫的内容与措施、扶贫模式、扶贫成效、经验启示进行了剖析。最后，在客观分析精准扶贫精准脱贫实践意义的情况下，总结得出了定西市精准扶贫精准脱贫的经验，并就进一步巩固脱贫成果、解决相对贫困问题的政策措施进行了探讨。

Abstract: Due to the harsh ecologi cal environment,poor infrastructure and low level of social and economic development,farmers have long struggled to meet their basic needs.Dingxi has long been regarded as a typi cal example of poor areas.In order to change the face of poverty,under the cordial care of the Party Central Committee,the State Council,provincial Party committees and provincial governments,the “Three West” poverty alleviation and development program,launched in 1982,opened the historic prologue of planned,organized and large-s cale regional development and poverty alleviation in Dingxi,since then,the Poverty Reduction Plan in 1987,development-oriented poverty alleviation,the whole village poverty reduction program have achieved remarkable results.The implementation of the anti-poverty policy in 2013 made Dingxi enter the decisive stage of poverty alleviation,all the counties and districts of Dingxi will have been lifted out of poverty in the end of 2020.

There are nine chapters in this book.Firstly,it introduces the social and economic development of Dingxi,the causes of poverty and the process of poverty alleviation and development.On this basis,the paper sorts out the policy system and main contents,as well as the important measures and effects of the development of the precision poverty alleviation in Dingxi.To further demonstrate the effectiveness of the targeted poverty alleviation and Development Policy,the book focuses on poverty alleviation from the aspects of the typi cal potato industry,traditional Chinese medicine industry,new energy industry,aquaculture and other industries in the city,as well as labor transfer and poverty alleviation,on the aspect of financial poverty alleviation,the paper makes a detailed analysis of the process of industrial development,the content and measures，the model,the effectiveness and the experience of poverty alleviation,and further comprehensive analysis of the lo cal industrial experience of poverty alleviation,with a view to relevant regions,related industries to provide reference for poverty alleviation.Finally,based on the objective analysis of the practi cal significance of precision poverty alleviation,the author concludes the experience and reference of Dingxi precision poverty alleviation.
