摘要：为认真贯彻实施人才强国战略，深化粤港澳合作、推动《粤港澳大湾区发展规划纲要》落到实处，在深刻理解市场经济规律与人才成长规律，一次性人才薪酬待遇与持续性人才创新空间，部门化人才创新政策与综合性区域发展环境之间关系的基础上，中国社会科学院法学研究所支振锋研究员联合相关领域专家，开发中国人才创新创业优质生态圈评估指标体系。基于2019年评估的良好基础，2020年继续对北京、上海、广州、深圳、杭州5个一线城市25个一线城区（每个城市的GDP前5名城区），以及北京、上海、杭州和粤港澳大湾区广州、深圳、香港、澳门四个中心城市共7个一线城市的人才创新创业优质生态圈进行评估，认真分析新冠肺炎疫情的影响，并发布2020年度《中国人才创新创业优质生态圈发展报告》，进行充分的数据挖掘，阐明优势、分析不足，以促进我国具有全球竞争力人才制度体系的构建，聚天下英才而用之。

Abstract:In order to fully implement the Strategy of Strengthening the Nation through Human Resource Development and The Development Plan for Guangdong-Hong Kong-Macao Greater Bay Area,to establish the strategic position of talents to lead the development,and to implement the“Opinions on Deepening the Reform of System and Mechanism of Talent Development”,based on an in-depth understanding of the relationship between the laws of market economy and the law of the growth of talents,the one-time talent remuneration package and the continuous talent innovation space,the departmental talent innovation policy and the comprehensive regional development environment,Dr.Zhi Zhenfeng,the professor of the Institute of Law of the Chinese Academy of Social Sciences,cooperating with experts in relevant fields,develops an index of innovative and entrepreneurial environment for talents for evaluating the innovative and entrepreneurial environment for talents in the 25 top districts of the top cities of Beijing,Shanghai,Guangzhou,Shenzhen and Hangzhou（the top 5 districts of each city in terms of GDP）,and the 7 top Chinese cities—Beijing,Shanghai,Hangzhou and Guangzhou,Shenzhen,Hongkong and Maco,so as to promote the construction of a globally competitive talent system in China and the to harness the skill and creativity of talents from the world.

Abstract: In order to conscientiously implement the strategy of strengthening the country with talents, deepen cooperation between Guangdong, Hong Kong and Macao, and promote the implementation of the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area, on the basis of a deep understanding of the law of market economy and talent growth, one-time talent remuneration and sustainable talent innovation space, and the relationship between departmental talent innovation policy and comprehensive regional development environment, researcher Zhi Zhenfeng of the Institute of Law of the Chinese Academy of Social Sciences and experts in related fields jointly developed a high-quality ecosystem evaluation index system for Chinese talent innovation and entrepreneurship. Based on the good foundation of the 2019 assessment, in 2020, we will continue to evaluate 25 first-tier urban areas in 5 first-tier cities of Beijing, Shanghai, Guangzhou, Shenzhen and Hangzhou (the top 5 urban areas in each city by GDP), as well as the talent innovation and entrepreneurship high-quality ecosystems of 7 first-tier cities in Beijing, Shanghai, Hangzhou and the four central cities of Guangzhou, Shenzhen, Hong Kong and Macao in the Guangdong-Hong Kong-Macao Greater Bay Area, carefully analyze the impact of the new crown pneumonia epidemic, and release the 2020 "Chinese Innovation and Entrepreneurship Quality Ecosystem Development Report" , Carry out sufficient data mining, clarify advantages, analyze deficiencies, so as to promote the construction of China's globally competitive talent system and gather talents from all over the world to use them.
