《中国中小企业景气指数研究报告（2019）》为中国中小企业景气指数研究的最新年度报告书，主体内容由四篇十六章构成。

第三篇为中国区域中小企业景气指数实证研究，包括第七章和第八章。主要持续聚焦浙江省小微企业开展景气测评和区域实证分析。基于浙江小微企业景气监测最新数据，计算2018年浙江省11市和主要行业小微企业景气指数，并针对当前浙江小微企业发展现状及主要问题进行了综合分析，提出相关对策与建议等。

第四篇为2019年中国中小企业发展热点专题研究，包括第九章至第十六章。主要针对当前中国中小企业高质量发展的热点问题，结合案例分析进行专题研究。内容包括“智能+”“互联网+”、减税降费、金融科技与中小企业高质量发展专题研究、中国中小企业融资评价专题研究以及广东省、江苏省和浙江省民营中小企业高质量发展专题研究等。

本研究报告由池仁勇、刘道学等策划统稿，为中国社会科学出版社—浙江工业大学的中小企业研究文库系列著作，是撰写团队持续开展中国中小企业景气指数研究协同攻关的最新标志性成果。本研究报告具有科学的理论基础和可靠的数据支撑，结合大量案例研究，深入分析中国中小微企业高质量发展的最新景气状况和动态趋势，研究具有鲜明的现实针对性，可为政府决策、企业经营提供决策参考，具有较高学术价值和社会应用价值。

"Research Report on China's SME Prosperity Index (2019)" is the latest annual report on the research of China's SME Prosperity Index, the main content consists of four articles and 16 chapters. The first part is an overall review of the development of China's small and medium-sized enterprises in 2018-2019, including chapters 1 to 3. It mainly analyzes the overall development status of China's small and medium-sized enterprises in the past year and the development trends and new highlights of regional small and medium-sized enterprises, and systematically sorts out the latest policies and regulations of the state and local governments to promote the development of small and medium-sized enterprises since 2018, including special policies such as SME finance, taxation, finance, entrepreneurship and innovation, public service platforms and support for the high-quality development of SMEs. The second part is the evaluation of China's SME prosperity index in 2019, including chapters 4 to 6, which is the core part of this research report. Based on the latest cutting-edge theories at home and abroad and the reality of the development of Chinese SMEs, using the prosperity index evaluation method established in this research report, collecting and selecting statistical data, financial data of listed SMEs and SME business climate monitoring questionnaire survey data, the comprehensive prosperity index of SMEs in 31 provinces and seven regions in Chinese mainland was calculated, and the latest status quo and dynamic trends of the overall development of China's SMEs and the development of different regions were systematically summarized. The third part is an empirical study on the prosperity index of China's regional small and medium-sized enterprises, including chapters 7 and 8. It mainly focuses on small and micro enterprises in Zhejiang Province to carry out prosperity assessment and regional empirical analysis. Based on the latest data of Zhejiang small and micro enterprise prosperity monitoring, the prosperity index of small and micro enterprises in 11 cities and major industries in Zhejiang Province in 2018 was calculated, and a comprehensive analysis was made for the current development status and main problems of small and micro enterprises in Zhejiang, and relevant countermeasures and suggestions were proposed. The fourth part is a special study on the development of China's small and medium-sized enterprises in 2019, including chapters 9 to 16. Mainly focusing on the current hot issues of the high-quality development of Chinese small and medium-sized enterprises, combined with case analysis, special research is carried out.
