党的十八大以来,推进城乡发展一体化已经成为全党和全国的工作重心之一。党的十八大明确提出:解决好农业、农村、农民问题是全党工作重中之重,城乡发展一体化是解决“三农”问题的根本途径。2015年4月30日,习近平总书记在中央政治局第二十二次集体学习时进一步指出:“我国经济实力和综合国力显著增强,具备了支撑城乡发展一体化物质技术条件,到了工业反哺农业、城市支持农村的发展阶段。”在新阶段,加快推进城乡发展一体化,形成以工促农、以城带乡、工农互惠、城乡一体的新型工农城乡关系,让广大农民平等参与现代化进程、共同分享现代化成果,是落实中央“四个全面”战略布局的必然要求,也是以习近平同志为总书记的党中央治国理政新理念、新思想、新战略的重要组成部分。

在中央统一部署和强农惠农富农政策的支持下,我国新农村和美丽乡村建设稳步推进,城镇基础设施和公共服务不断向农村延伸,农村居民收入持续快速增长,农民生活水平显著提高,城乡发展差距进一步缩小。这标志着我国城乡发展一体化已经取得显著成效,城乡关系正朝着良性互动的方向发展。但是,也应该清醒地认识到,目前我国农业竞争力还不强,农民收入水平还较低,城乡发展差距还较大,“农业弱、农民苦、农村穷”的状况尚未得到根本改变,要从根本上破解城乡二元结构,建立以城带乡、城乡一体的中国特色社会主义新型城乡关系依然任重而道远。从党和国家事业发展全局的战略高度,集中力量加强城乡发展一体化的理论和政策研究,可谓正当其时!

城乡发展一体化的重点在农村。破解“三农”难题,推进城乡发展一体化,离不开专业智库的智力支持。中国社会科学院是党中央国务院重要的思想库、智囊团,是具有国际影响的国家级综合性高端智库,服务国家新农村建设和城乡发展一体化既是我们的责任,更是我们的义务。中国社会科学院农村发展研究所(以下简称农发所),是我国从事“三农”理论与政策研究的学术重镇和国家队。三十多年来,农发所始终紧贴农村改革发展实际,始终围绕服务国家战略需求,始终跟踪国际学术前沿,深入开展调查研究,完成了一批有影响的优秀科研成果,为积极探索中国特色的“三农”理论和政策作出了重要贡献。

建所以来,农发所一直高度重视“三农”问题和城乡发展一体化研究。多年来,农发所一大批专家、学者从不同方面、多个视角,围绕如何破解“三农”问题、实现城乡发展一体化进行了大量研究和探索,形成了众多有价值的学术成果,为中央决策提出了许多具有重要参考价值的政策建议,许多建议得到了党和国家领导人的重要批示。这些研究积累为城乡发展一体化智库建设打下了良好基础。

依托农发所建立城乡发展一体化智库,是将中国社会科学院建成世界一流中国特色新型智库的重要组成部分。农发所全体人员一定要充分认识到建设这个智库的重要性和必要性,高度重视这一工作,举全所之力建设好智库,使之成为国际上有影响、国内最知名的“三农”智库。中国社会科学院一贯高度重视“三农”问题,今后将一如既往地支持城乡发展一体化智库的各项工作,为城乡发展一体化智库创造良好的发展环境。院各相关部门也要积极予以配合和全力支持。

在城乡发展一体化深入推进的大好形势下,城乡发展一体化智库如何加快自身建设,如何更好地在中央决策中发挥更大的作用,是需要认真思考的重要问题。借此机会,我想对城乡发展一体化智库的建设和发展谈几点要求和希望:

一要坚持为人民做学问。习近平总书记多次强调:“小康不小康,关键看老乡”,“没有农村的小康,特别是没有贫困地区的小康,就没有全面建成小康社会”。城乡发展一体化智库组织和开展的各项研究,必须坚持马克思主义的指导地位,把握正确的政治方向,自觉与以习近平同志为总书记的党中央保持高度一致,始终站在党和人民的立场上做学问,为最广大人民的利益服务,为增进农民福祉、促进农村繁荣服务,这一点是丝毫不能动摇的!

二要服务国家的战略需求。智库的根本任务在于服务党和国家的科学决策。习近平总书记明确指出:实现城乡发展一体化,目标是逐步实现城乡居民基本权益平等化、城乡公共服务均等化、城乡居民收入均衡化、城乡要素配置合理化,以及城乡产业发展融合化。因此,城乡发展一体化智库需要围绕上述五大目标任务,开展前瞻性、针对性、战略性、综合性、长期性研究,最重要的是,要能够提出具有总体思维和全局眼光的高质量对策建议,这是智库建设最终的立足点,也是智库的重要使命。智库建设是否成功,这是最重要的衡量标准。

三要搭建开放的研究平台。城乡发展一体化是一个综合性研究领域,涉及国家诸多部门和我院多个研究院所。建设好城乡发展一体化智库,一定要树立开放合作的意识,紧密联系我院相关院所、有关部委和高校的专家学者,整合国内外相关资源,构建一个开放性的研究平台,推动我院“三农”问题和城乡发展一体化研究迈上一个新的台阶,充分发挥我院的思想库和智囊团作用。要继续办好《中国农村经济》和《中国农村观察》,充分发挥学会、中心和全国社科农经网络大会的平台作用。

四要加强人才队伍建设。智库建设要坚持人才为先。要紧紧围绕智库建设的重点方向,下大力气抓好人才培养和引进工作,全面提升科研、编辑、管理人员的素质和能力,同时加强研究生和博士后培养工作,建立完善访问学者进修制度,逐步形成结构合理、梯次分明、精干高效、符合国家战略需求的高水平智库人才队伍,为智库发挥作用储备后备力量。

Since the 18th National Congress of the Communist Party of China, promoting the integration of urban and rural development has become one of the priorities of the whole party and the whole country. The 18th CPC National Congress clearly pointed out: Solving the problems of agriculture, rural areas, and peasants is the top priority of the whole party's work, and the integration of urban and rural development is the fundamental way to solve the "three rural issues." On April 30, 2015, General Secretary Xi Jinping further pointed out at the 22nd collective study of the Politburo of the Central Committee: "China's economic strength and comprehensive national strength have been significantly enhanced, and it has the material and technical conditions to support the integration of urban and rural development, and has reached the stage of development where industry feeds back agriculture and cities support rural areas." "In the new stage, accelerating the integration of urban and rural development, forming a new type of urban-rural relationship between industry and agriculture with work to promote agriculture, urban with rural areas, mutual benefit between workers and peasants, and integrating urban and rural areas, so that the vast number of farmers can participate in the modernization process on an equal footing and share the fruits of modernization are inevitable requirements for implementing the central government's "four comprehensive" strategic layout, and are also an important part of the new concepts, new ideas and new strategies of the Party Central Committee with Comrade Xi Jinping as general secretary in governing the country." With the support of the unified deployment of the central government and the policy of strengthening agriculture and benefiting farmers and rich farmers, the construction of new countryside and beautiful countryside in China has been steadily advanced, urban infrastructure and public services have continued to extend to rural areas, rural residents' incomes have continued to grow rapidly, farmers' living standards have been significantly improved, and the gap between urban and rural development has been further narrowed. This indicates that the integration of urban and rural development in China has achieved remarkable results, and urban-rural relations are developing in the direction of benign interaction. However, we should also be soberly aware that at present, China's agricultural competitiveness is not strong, the income level of peasants is still low, the gap between urban and rural development is still relatively large, and the situation of "weak agriculture, peasant hardship, and rural poverty" has not yet been fundamentally changed. From the strategic height of the overall development of the cause of the party and the country, it is timely to concentrate on theoretical and policy research on strengthening the integration of urban and rural development! The focus of the integration of urban and rural development is in rural areas. Solving the "three rural areas" problem and promoting the integration of urban and rural development is inseparable from the intellectual support of professional think tanks. The Chinese Academy of Social Sciences is an important think tank and think tank of the Party Central Committee and the State Council, and a national-level comprehensive high-end think tank with international influence, and it is not only our responsibility but also our obligation to serve the country's new rural construction and the integration of urban and rural development. The Institute of Rural Development of the Chinese Academy of Social Sciences (hereinafter referred to as the Institute of Agricultural Development) is an important academic center and national team engaged in the research of "three rural areas" theory and policy in China. For more than 30 years, IFAD has always closely followed the reality of rural reform and development, always focused on serving the strategic needs of the country, always followed the international academic frontier, carried out in-depth investigation and research, completed a number of influential and excellent scientific research results, and made important contributions to actively exploring the theory and policy of "three rural areas" with Chinese characteristics. Since its establishment, IFAD has always attached great importance to the study of the "three rural issues" and the integration of urban and rural development. Over the years, a large number of experts and scholars of the Institute have conducted a lot of research and exploration on how to solve the "three rural issues" and realize the integration of urban and rural development from different aspects and perspectives, forming many valuable academic achievements and putting forward many policy suggestions with important reference value for central decision-making, and many suggestions have received important instructions from party and state leaders. The accumulation of these studies has laid a good foundation for the construction of think tanks for the integration of urban and rural development. Relying on the Institute for Agricultural Development to establish an integrated think tank for urban and rural development is an important part of building the Chinese Academy of Social Sciences into a world-class new think tank with Chinese characteristics. All staff of IFAD must fully understand the importance and necessity of building this think tank, attach great importance to this work, and make every effort to build a think tank so that it will become an internationally influential and most well-known "three rural areas" think tank in China. The Chinese Academy of Social Sciences has always attached great importance to the issue of "three rural areas", and will continue to support the work of think tanks for the integration of urban and rural development in the future, so as to create a good development environment for think tanks for integrated urban and rural development. All relevant departments of the hospital should also actively cooperate and fully support. Under the excellent situation of the in-depth advancement of the integration of urban and rural development, how to accelerate its own construction and how to better play a greater role in central decision-making is an important issue that needs serious consideration. Taking this opportunity, I would like to share some requirements and hopes for the construction and development of think tanks integrating urban and rural development: First, we must persist in learning for the people. General Secretary Xi Jinping has stressed many times: "A moderately prosperous society is not a well-off, the key is to look at the villagers", and "without a moderately prosperous rural area, especially without a moderately prosperous society in poor areas, there will be no comprehensive construction of a moderately prosperous society." The various studies organized and carried out by the think tank for the integration of urban and rural development must adhere to the guiding position of Marxism, grasp the correct political direction, consciously maintain a high degree of consistency with the Party Central Committee with Comrade Xi Jinping as the general secretary, always stand in the position of the party and the people to do learning, serve the interests of the broadest masses of the people, and serve the well-being of farmers and promote rural prosperity. Second, it is necessary to serve the strategic needs of the country. The fundamental task of think tanks is to serve the scientific decision-making of the Party and the state. General Secretary Xi Jinping clearly pointed out that to achieve the integration of urban and rural development, the goal is to gradually realize the equality of basic rights and interests of urban and rural residents, the equalization of urban and rural public services, the equalization of urban and rural residents' income, the rationalization of the allocation of urban and rural factors, and the integration of urban and rural industrial development. Therefore, think tanks integrating urban and rural development need to carry out forward-looking, targeted, strategic, comprehensive and long-term research around the above five goals and tasks, and most importantly, be able to put forward high-quality countermeasures and suggestions with overall thinking and overall vision, which is the ultimate foothold of think tank construction and an important mission of think tanks. The success of think tank construction is the most important measure. Third, we should build an open research platform. The integration of urban and rural development is a comprehensive research field, involving many national departments and many research institutes of our institute. To build a think tank for the integration of urban and rural development, we must establish a sense of openness and cooperation, closely contact experts and scholars from relevant institutes, relevant ministries and commissions and universities of our institute, integrate relevant resources at home and abroad, build an open research platform, promote the research on the "three rural issues" and the integration of urban and rural development in our institute to a new level, and give full play to the role of our institute as a think tank and think tank. It is necessary to continue to do a good job in running "China's Rural Economy" and "China's Rural Observation", and give full play to the role of the society, the center, and the platform of the national social science and agricultural economic network conference. Fourth, it is necessary to strengthen the building of a contingent of qualified personnel. In the construction of think tanks, we must adhere to talent first. It is necessary to closely focus on the key direction of think tank construction, make great efforts to do a good job in talent training and introduction, comprehensively improve the quality and ability of scientific research, editors and management personnel, and at the same time strengthen the training of graduate students and postdoctoral fellows, establish and improve the visiting scholar training system, and gradually form a high-level think tank talent team with reasonable structure, clear echelons, lean and efficient, and meet the national strategic needs, so as to reserve reserve forces for think tanks to play a role.
