近年来，中国经济发展进入新常态，东北地区经济发展增速持续下滑。导致东北地区经济增速放缓的原因有国家改革开放经济发展重心南移、经济结构调整和国有企业改革等因素，但东北地区中小企业未能得到应有的发展，中小企业所特有的活力没有得到充分的发挥也是原因之一。因此，本书就如何释放东北地区中小企业活力，发挥地区优势，合理配置资源，培育和发展若干个有实力的中小企业集群进行研究，试图以此推动东北地区经济快速增长，摆脱当前的经济困境。
