摘要：改革开放至今，非公有制（以下简称“非公”）经济已经成为中国特色社会主义建设的重要组成部分。如何从理论层面建构非公企业党组织的作用机理，使基层党组织在非公企业实际经营中发挥作用，关系到能否将非公企业统合到政党国家体系之中。深圳大型非公企业党建工作充分发挥了党组织的政治引领作用和政治核心作用，其党建实践和创新表明，非公企业建立党组织，不仅仅是国家政治体制的制度要求，更应该成为企业的发展要求。一方面，党建亦是生产力，党组织的存在，方便非公企业与地方党委和政府建立联系，也便利非公企业在劳资纠纷中取得最大公约数；另一方面，非公企业中党的基层组织，贯彻党的方针政策，引导和监督企业遵守国家的法律法规，领导工会、共青团等群团组织，团结凝聚职工群众，维护各方的合法权益，促进企业健康发展。深圳大型非公企业把加强非公企业党建与促进非公企业的发展有机结合起来，展示了非公企业党建工作的有效性和重要性，为执政党增强非公企业党建工作提供了经验证据，同时也为在社会主义和市场经济结合体制下的非公企业内部治理提供了理论和现实建议，总结深圳大型非公企业党建的成功经验和创新实践，对中国非公企业党建工作的发展具有重大的理论和现实意义。

Abstract: Since the reform and opening-up,the non-public economy has become a key component of the construction of socialism with Chinese characteristics.How to construct the mechanism of the CPC in non-public enterprises from the theoretical level and make the primary-level Party organization play a role in the actual operation of the non-public enterprise is related to whether the non-public enterprise can be integrated into the party-state system.The Party building work of large non-public enterprises in Shenzhen has brought into full play the political leading role and the political core role of the Party organization.Its Party building practice and innovation show that the establishment of Party organizations by non-public enterprises is not only the institutional requirement of the national political system,but also should become the development requirements of enterprises.On the one hand,party building is also a productive force.The existence of Party organizations facilitates the establishment of contacts between non-public enterprises and local parties and governments,and also facilitates non-public enterprises to reach a consensus in labor disputes.On the other hand,the Party's primary-level organizations in nonpublic enterprises can carry out the Party's principles and policies,guide and supervise enterprises to abide by the laws and regulations of the state,lead trade unions,Communist Youth League and other mass organizations,unite and solidify the masses of workers and staff,safeguard the legitimate rights and interests of all parties,and promote the healthy development of enterprises.The large non-public enterprises in Shenzhen combine strengthening the Party building of non-public enterprises and promoting the development of non-public enterprises,demonstrate the effectiveness and importance of the Party building work of non-public enterprises,provide empirical evidence for the ruling party to strengthen the Party building work of non-public enterprises,and provide theoretical and practical suggestions for the internal governance of non-public enterprises under the combination of socialism and market economy.It is of great theoretical and practical significance to sum up the successful experience and innovative practice of Party building in large non-public enterprises in Shenzhen for the development of Party building work in nonpublic enterprises in China.
